GENERAL SECRETARY’S DESK

Dear Comrades,                            

MOVE AGAINST NEW PENSION SCHEME

 At the outset, I am congratulating one and all who participated the glorious strike taken place on 8 &9th of this month. The Central headquarters, this time, received a fabulous and tremendous report all over the nation that more employees had participated the strike. In particular this is the foundation on the demand of scrapping of new pension scheme and restore social security pension scheme. We will continue and endure our struggle until we grasped the goal and there will be no reluctance in carrying the struggles further and build up the movement with the demand of scrapping of new pension scheme. Once again I am paying the tributes and compliments to all the grass root leaders, divisional secretaries and circle secretaries and CHQ office bearers who made this strike a historic success.

PROGRAMME ON SECTIONAL DEMANDS – MEMORANDUM SUBMITTED

You would have seen the report on the CWC held at Jhansi from23rd to 24th December 2018 and the proceedings through the web site. In the meeting there was a serious discussion in the pending demands pertaining to Group C cadre and it was decided to submit the memorandum containing all the issues confronting the cadre to the Department seeking redressal of the same within a month and in the event of non-settlement, there will be series of trade union action culminating to strike. It was further decided to coordinate with NFPE & also FNPO for evolving a joint programme focussing the sectional demands of our cadre. Accordingly consolidating all the important issues prevailing as on date by bestowing best attention, we are submitting the memorandum to the Secretary, Department of Post seeking immediate redressal of the demands. The copy of the memorandum is enclosed which may be circulated in regional languages to all the members so that they will understand the sincere and stern action taken by the CHQ.

CLEAR QUOTA DUES & PUBLICATIONS FORTHWITH TO AVOID ANY ACTION

The CWC was very much concern with the non-remittance of quota by the divisional/ branch unions for years together and around 75% of the branches have not  remitted the full quota and violating the constitutional provisions. The CWC unanimously resolved the following.

“It is resolved to instruct and direct the divisions / branches to remit quota/ arrears of quota and also the cost of publications before the 31.1.2019. There should be no arrears in the remittance of quota and in the event of non-remittance of  quota and arrears or response from the branches, the CHQ will direct the DDOs concerned to remit the quota to the concerned circle union which will clear the dues to the CHQ Federation and Circle Union and after clearing all the arrears of quota and publication, the remaining amount will be sent to concerned divisions/ branches. Even after this, if there is no discipline in remittance to higher bodies, the General Secretary is authorised to take appropriate disciplinary action against those branches.”

RESPOND TO THE DECISION

All the branches are requested to clear all the pending dues and don’t lead the CHQ for drastic action to intimate your DDO to remit the amount of subscription to the circle union which will mar the reputation of the divisional/ branch secretaries. The CHQ is expecting the response from the branches immediately and request to take this as the final notice for further action.

ORGANISATIONAL DISCIPLINE – NEED OF THE HOUR

There is another resolution about the discipline in participating the programmes notified by the higher ups of the union.
“ It is resolved that all efforts shall be taken to make the two days strike on Jan 8th and 9th 2019 in all the circles in a full-fledged manner. Failure in the conduct of the strike in any circle will be reviewed by the General Secretary who is authorised for taking suitable action.”
We are very much confident that the circle unions will instruct suitably the branches in future also. This will be taken as a permanent decision so that we can establish the organisational discipline.

Further all the circle unions are hereby requested to obtain the final report of the two days strike sent by their respective circles to the Directorate about the strike participation before 31.1.2019. Similarly all the divisional/ branch secretaries are requested to submit the details of strike in their divisions to the CHQ without fail.

DECISIONS ON CIRCLE UNIONS

The CWC resolved to authorise the General Secretary to notify and hold the circle conference of Punjab Circle and J&K since they were not conducted within 27 months. In respect of North East, as no information was readily available in the CWC, it was resolved to authorise the General Secretary to enquire and take appropriate action to revive the circle union there.

LONG LIVE COM J.R, OUR CHQ PRESIDENT

Our CHQ President Com J.Ramamurthy is retiring on superannuation on 31.1.2019 and a felicitation to him is organised by the Tamilnadu circle on 3.2.2019 at W.U.S.Centre, Chennai 600031. I will be attending along with Com Balwinder Singh financial Secretary in person and we wish Com J.R a long and happy retired life. Even after retirement, he will render his service to the union and in particular to CHQ.

REALISE OUR RESPONSIBILITY AND MOVE FORWARD

The CWC held in Jhansi in one voice resolved to maintain discipline at all levels and the above resolutions are part of the action in connection with the participation of programmes and proper remittance of dues to the higher ups. I hope all of you will rise up to the occasion and cooperate your CHQ to build a strong union with financial soundness.
