Circle Union requests Chief PMG for assuring to return the LSG officials posted outside to their parent Divisions

Sub:  Provision / assurances to return the LSG officials posted outside to their parent Divisions – Suggestions regarding

Respected Sir,
It is a bitter experience both for the Circle / Divisional administration and for the officials that most of the P As promoted to LSG Cadre and posted outside their parent Division are frequently declining the promotion for which DPC for the purpose is being constituted time and again. We feel that the Circle Administration has been seriously irritated in constituting frequent DPCs in this regard.   Thus, this time Circle administration while promoting 161 eligible P As to LSG Cadre vide C O Memo No.ST/26-6(1)/2020-21 (Postal), Dated 13.08.2020 intentionally created a compelling situation for accepting the LSG promotion when financial upgradation of as many as 70 P As is due within a couple of months and directed all Divisional Heads  accordingly.

But, no fruitful result in accepting the promotion is seen since many officials posted outside their parent Division have already submitted /  started submitting their declination.

We broadly find the following two important reasons.

1.    The mindset of a Postal Assistant to remain in his parent division till retirement since LSG was previously Divisional Cadre and P As were getting promoted to LSG Cadre at the fag end of their service career.
2.    Presently, even after mass promotion to LSG cadre on implementation of cadre restructuring proposal for postal Group-C employees, there is no immediate financial benefit to the officials since many are promoted after getting MACP-I.

Nevertheless, as reported to this Circle Union many such promoted officials are even interested to go and join outside their parent Division provided they get the opportunity to return to their parent Division when the next vacancies will arise.

Under the circumstances, we would like to suggest that the officials promoted to LSG cadre and posted outside their parent Division may be given a written assurance by the administration in the promotional order itself to consider their representation to return to the parent division subject to creation of next immediate vacancy even without TA / TP.

We hope, this may help the administration for immediate filling up of the LSG vacancies without going for frequent DPCs and motivate maximum officials to accept the promotion.
