Circle Union protests arbitrary abolition and redeployment of LSG Posts in Cuttack City Division

Sub:   Arbitrary abolition and redeployment of LSG Posts in Cuttack City Division – Protest regarding

Respected Sir,
It is brought to the notice of this Circle Union that 3 defined LSG posts i.e. PRI (P), Cuttack GPO, PRI (P), College Square MDG and LSG Supervisor, Salipur MDG have been abolished arbitrarily and redeployed as PLI CPC Supervisor, Cuttack GPO, PLI CPC Supervisor, Chandinichowk HO and Trainer, WTC, Cuttack GPO respectively.

It is needless to explain that while both the PRIs (P) of Cuttack GPO and College Square MDG are norm-based LSG posts, the post of LSG Supervisor, Salipur MDG has been created under the Cadre Restructuring proposal for Group-C postal employees as a result of continuous negotiation in between the Staff Side and Official Side at the Directorate level to meet the functional needs of the post offices. Nowhere in the minutes of discussion of the Cadre Restructuring Committee nor in any Order of the Directorate issued in this regard so far, there was any instruction to upgrade the posts of CPC Supervisors or WTC Trainers at the cost of the Post Offices. However, these posts may be upgraded subject to availability of surplus LSG posts allotted to the Circle under Cadre Restructuring proposal. And, Circle Office has already allotted all the LSG Posts allocated to Odisha Circle in a fruitful discussion with us and no LSG posts is found surplus in this regard.

Thus, as reported to this Circle Union, serious staff resentment is mushrooming in Cuttack City Division against such arbitrary decision in abolition and redeployment of LSG posts by the Circle Office for which they are preparing for adopting trade union activities in protest.

Therefore, we would like to request for restoration of the LSG Supervisor post of Salipur MDG immediately and examine the functional needs of both the PRIs(P) posts before redeployment failing which we will have no other option but to extend our solidarity to  the proposed agitational programme of Cuttack City Division.

A line of reply on the nature of action taken is highly solicited.
