NFPE, Odisha submits its report to the Chief PMG on feasibility of functioning of the office of the SSRM, RMS ‘N’ Division, Cuttack in the 1st floor of the RMS building

Sub:-  Report on personal visit to Cuttack RMS for functioning of the office of the SSRM, RMS ‘N’ Division, Cuttack in the 1st floor of the RMS building.

Respected Sir,
With due honour to your decision in the meeting with Staff Side in the Conference Hall of the Circle Office on 15.05.2019 regarding bringing out a solution to end the Indefinite Strike by the Postal JCA (NFPE & FNPO) of RMS ‘N’ Division Cuttack started since 14.05.2019 in protest against the shifting of RMS Divisional Office to Bhubaneswar, we paid a personal visit to Cuttack RMS accompanied with the staff representatives who attended the above meeting to assess the feasibility of functioning of the office of the SSRM, RMS ‘N’ Division, Cuttack in the 1st floor of RMS building maintaining  dignity and status of a Class – I Officer as directed.

Our observations are briefed as follows.

During the meeting dated 15.05.2019, it was discussed that the Schedule of Accommodation for functioning of the Divisional Office is  required to be 172.79 Sq. Meter (1860 Square Feet). As opined in the meeting by the Official Side, if 20% is deducted, the office can run even with 1488 Sq. ft. But on physical verification by the Staff Side, only the carpet area of the 1st floor of the RMS building was found to be 2317 Sq. feet as detailed below.

As observed, the present occupied areas of CRC, Set-1, PSO and DBO are too excess than required which can easily be managed with less area.

Thus, in our observation, there no dearth of space at all to run the office of the SSRM, RMS ‘N’ Division, Cuttack in the 1st floor accommodating the above sections in the ground floor of the building which has also exact same space available and can conveniently accommodate CRC, Set-1 and PSO.

In this context, we would like to suggest as follows.
1.    The Hall No. 1 now accommodating CRC can be utilized for the Office Supervisor and OAs of Divisional Office.
2.    The Hall No. 2 now accommodating Set No.1 can be utilized by the ASRM.
3.    The Hall No. 3 now accommodating PSO can be converted to the chamber of the SSRM.
4.    The Hall No.4 now accommodating DBO can be utilized for the steno to the SSRM.
5.    There is no need to shift the DBO anywhere since it can function in the partitioned room of the CRC proposed to be utilized for the Office Supervisor and OAs of Divisional Office.
6.    The huge space available in the corridor (570 Sq. ft.) can be utilized for the purpose as desired by the SSRM with ply/glass partition.

The above suggestions are meant to utilize the full available area of 2317 Sq. ft. But as discussed, we need only 1488 Sq. ft. So there is still 829 sq, ft of surplus carpet area which can be used for any other purpose as desired by the SSRM. Only we have to make minor civil / electrical works in the ground floor as suggested below.

1.    The glass room available at the last corner of the ground floor can be extended to accommodate CRC.
2.    A separate room can be created with ply / glass partition in the ground floor just below the corridor of the first floor ( in between the pillars and the road side wall) measuring 570 sq. ft. to accommodate Set-1 and PSO.
3.    Even a room measuring 187 Sq. ft (22 x 8.5) is available adjacent to the stair case in the ground floor which can be used for any additional purpose.

In this context, we are of the opinion that expenditure involved in the above suggested addition/alteration civil / electrical work, if agreed to will be too less than the expenditure to be incurred in shifting and renovating the PPP building / rooms to run the office of the SSRM, RMS ‘N’ Division, Cuttack.

As such, we find no inconvenience in running the office of the SSRM, RMS ‘N’ Division, Cuttack in the 1st floor of the Cuttack RMS building maintaining the dignity and status of the SSRM.

We therefore, on behalf of NFPE, Odisha sincerely request you to kindly;

i.              Drop the proposal of shifting the office of the SSRM, RMS ‘N’ Division, Cuttack to Bhubaneswar.
ii.            Instruct the SSRM, RMS ‘N’ Division, Cuttack to cancel the order dated 13.05.2019 of the OS to shift the office to Bhubaneswar.
iii.           Examine our above suggestions from Official Side with a broader view and instruct the SSRM, RMS ‘N’ Division, Cuttack to shift his office to the 1st floor of RMS building with required civil / electrical / technological repairing / renovation works.

An early action/reply is sincerely requested to withdraw the Indefinite Strike and restore normalcy in the mail services seriously affected due to the said strike.
