Circle Secretary meets Chief PMG, Odisha on 13.05.2019


Com. B Samal, Circle Secretary, AIPEU, Gr-C, Odisha meets Dr. Santosh Kumar Kamila, Chief PMG, Odisha Circle at 6 PM on 13.05.2019.

An informal discussion was made on aftermath of the severe cyclonic storm ‘Fani’ and measures taken by the Circle administration. During the discussion, we focused on the following issues.

1.   To ask the authorized vendors / repairers to undertake immediate repairing work of generators/UPS/computers and Sify towers ensuring smooth connectivity.

2.   To call for a detailed report from the Divisional heads regarding loss of Govt. property in Fani affected areas.

3.   To request Directorate for allocation of sufficient funds on special ground over and above the normal allotment under building maintenance and technology head to meet the extra repairing / maintenance expenditure and

4.   To cause immediate sanction of all personal claims of the staff members.

At the outset, the Chief PMG expressed his grief and sorrow for the Fani affected staff members in particular and the people of Odisha in general.

In his reply, he told that already he had conducted a high level meeting of all officers in the Circle Office in this regard and directed branch-wise, especially to the AD (TO) and AD(BD) to take immediate action for restoration of connectivity and electricity etc. As told, already the Divisional Heads of Puri and Bhubaneswar have been given 1.5 lakhs each over and above the normal allotment to undertake immediate minor repairing work without delay. Other affected Divisions have also been directed as such with additional allotment of funds.

As informed, detailed reports have already been called for from the Divisional Heads which are yet to be received. The Chief PMG enquired if we have any such information of loss / damage of life and property in any Division. Since the Circle Union has not yet received any information in this regard from any affected Division, we failed to give a complete picture. However, we discussed with the available information with us. The Chief PMG told that after the quantum of loss / damage is ascertained, demand will be placed before the Directorate accordingly.

Regarding sanction of all pending personal claims, the Chief PMG told that already he has instructed all Divisional heads to go for sanctioning all personal claims without waiting for any allotment. To monitor further, he will again issue a message to night to all Divisional heads in this regard.

Under the situation, we would like to appeal all our Divisional Secretaries to remain in touch with their Divisional Heads and ensure sanction of all pending personal claims. The discussion on this point was very much categorical. The Chief PMG desires that no personal claims need to be held up on the plea of paucity of funds. If any difficulty arises in any Division, it is sincerely requested to bring it to the notice of the Circle Union with actual facts and figures to appraise discuss with the Chief PMG once again.

Further we would like to impress upon all the Divisional Secretaries, especially of the ‘Fani’ affected Divisions to intimate the Circle Union the details of loss / damage of life and property so that we can properly appraise the Circle administration.

This apart, we also discussed some staff issues related to irregular transfer / postings by few Divisional heads which was given a patient hearing with instruction to AD (Staff) to call for reports from such Divisions on our representation and to take action accordingly.

We requested also for ensuring timely sorting / despatch of articles by NSH and PH since smooth transmission of mails have been seriously disrupted and post offices are receiving huge number of public complaints due to delay in receipt of various articles. The Chief PMG told that the SSRM, RMS ‘N’ Division Cuttack, AD (Mails) and DPS (HQ) are personally monitoring the sorting work in NSH / PH to ensure clearance of all pending bags as soon as possible.
