NFPE, Odisha State CoC writes to the Chief PMG, Odisha regarding change of Headquarters of SSRM, RMS ‘N’ Division from Cuttack to Bhubaneswar

Sub:-Change of Headquarters of SSRM, RMS ‘N’ Division from Cuttack  to Bhubaneswar - Regarding

Respected Sir,
Inviting a kind reference to our letter dated 16.05.2019 with a proposal of functioning of the office of the SSRM, RMS ‘N’ Division, Cuttack in the 1st floor of Cuttack RMS building, we do regret that our proposal was not accepted on the plea of deficient Schedule of Accommodation by the Circle administration during subsequent discussion with the DPS (HQ) on 17.05.2019 which is not the exact truth. While an area of 1488 Sq. ft. is required to run the office, we had submitted the calculation sheet for 2317 Sr. ft. which can accommodate the CRC, Set-1 and PSO with minor civil / electrical repairing work in the ground floor. Actually, we found no inconvenience in running the office of the SSRM, RMS ‘N’ Division, Cuttack in the 1st floor of the Cuttack RMS building maintaining the dignity and status of the SSRM. But the Circle administration did not agree.

On the other hand, since the mail transmission was seriously affected due to the severe cyclonic storm ‘Fani’ with complete dislocation of network connectivity and electricity with effect from 03.05.2019 on one hand and thousands of bags / lakhs of articles including important eTPBs (to be delivered before 23.05.2019) and relief materials to Odisha were detained due to the strike called by the Postal JCA (NFPE & FNPO) of RMS ‘N’ Division Cuttack on the other, we took it very seriously to save the goodwill of the Department and could be able to convince the striking employees to defer the strike for the time being and accordingly they accepted and we went for an understanding with the Circle administration.

But now, as come to our notice, the Govt. of Odisha has expressed its willingness for providing a rent free accommodation within Cuttack City for the purpose. The Collector and District Magistrate, Cuttack has assured our staff representatives of Postal JCA (NFPE & FNPO) of RMS ‘N’ Division Cuttack to provide a rent free accommodation within Cuttack City with required space. Further as known to us, both SSRM, RMS ‘N’ Division Cuttack and SSPOs, Cuttack City have already discussed on the matter with the Collector and District Magistrate, Cuttack on 20.05.2019.  

The issue was with regard to provision of rent free accommodation with required SOA in the Cuttack City area which will be solved if the above proposal of the State Govt. is accepted. As we feel, now there is no need to shift the Headquarters of RMS ‘N’ Division, Cuttack to Bhubaneswar when the desired accommodation is offered by the State Govt.

Under the circumstances, on behalf of NFPE, Odisha, we would like to sincerely request you to kindly;

i.             Direct the SSRM, RMS ‘N’ Division, Cuttack to accept the proposal of the Collector and District Magistrate, Cuttack without any further plea.

ii.            Drop the proposal of shifting the office of the SSRM, RMS ‘N’ Division, Cuttack to Bhubaneswar.

iii.           Instruct the SSRM, RMS ‘N’ Division, Cuttack to cancel the order dated 13.05.2019 of the OS to shift the office to Bhubaneswar.

An early action / reply is sincerely requested to avoid any further agitational programmes as already intimated to the SSRM, RMS ‘N’ Division, Cuttack by Postal JCA (NFPE & FNPO) of RMS ‘N’ Division Cuttack vide their letter No. RMS JCA / Dvl Office Bldg (Sh), dated 18.05.2019.
