I am directed to request you to kindly refer to Directorate letter No.141-141/2013-SPB-II dated 31.01.14 circulated vide this office letter No. ST/46-1/Rlg/95-Corr./Ch-I dated 10/14.02.14 regarding rotational transfer guidelines. The officials in the cadre of ASPs/IPs/LSG/HSG-II/HSG-I / Postmaster Grade-I, Postmaster Grade-II, Postmaster Grade III /Stenographers/PAs (SBCO)/PAs/SAs who are due for rotational transfers on completion of post tenure or station tenure may be asked to give at least three options of the place of posting / station in order of preference with reasons to enable the authorities to consider the same while effecting transfers, if any in writing by 15.01.2018. However, it may be made clear to the officials that their request will be considered subject to administrative convenience and availability of the post.
The options received from the officers/officials having circle level transfer liability should be forwarded to this office separately in reference to different cadres along with a statement showing information on the following points.
1. Particulars of officers/officials completing tenure by 30-09-2018
2. Date from which the officer/officials is working in the present post/station separately.
3. The name of the post office/station where the officer/official worked in last tenure with period of stay.
4. Whether anything adverse is noticed against the officer/officials as regards his work/performance and
5. Other comments if any,
The above information in respect of all circle cadre staff officers/officials working in your unit (Separate statement for each cadre) complete in all respects should reach this office by 30.01.2018 positively.
Please note that no reminder will be issued in this regard and delay in submission of the required information beyond the due date will be at your risk.

Govt to help retiring employees find future avenues: MoS PMO
New Delhi, Jan 10 (PTI) In a unique initiative, the Narendra Modi government has decided to help its retiring employees to find future avenues in order to keep themselves gainfully engaged after superannuation, Union Minister Jitendra Singh said today.
He said an active span of life lies ahead of a government employee retiring at 60 years of age, particularly when he is at the prime of his capacity, expertise and energy.
"Retirement should therefore be viewed as the beginning of a new innings and possibility of discovering new avenues of engagement," said Singh, Minister of State in the Prime Minister's Office.
He was addressing an interactive programme between retiring government officials and NGOs here.
Instead of letting go the remaining years of active life in non-productive activity, these senior individuals can be engaged to carry forward some of the revolutionary flagship programmes introduced in recent years by the government, Singh said according to a press release issued by his office.
The interactive programme organised today was also meant to generate new ideas and discover optimum aptitudes of each retiring employee, wherein he could constructively contribute and at the same time feel contented, Singh said.
Over 40 nationally known NGOs of proven credibility interacted with the retiring employees so as to offer them varied alternatives to keep themselves gainfully engaged after superannuation in the programme.
He credited the government for having enhanced the minimum pension of its retired employees to Rs 1,000 per month and made the task of handling pension issues easier by launching a portal app.
Singh disclosed that nearly 93 per cent pension accounts of the central government employees have been seeded with Aadhaar number thus enabling them to submit 'Jeewan Pramaan' online from home itself. PTI AKV DIP .

here with for your reference which is self explanatory.
While
the identified LSG posts in GPOs and HOs are designated as Assistant
Postmaster, the same now created in MDGs / Grade – II / III Post Offices in
accordance with the revised order on cadre restructuring issued vide
Directorate’s letter No. No. 25-04/2012-PE-I
(Vol.-II), dated 10.11.2017 are treated as LSG PA and thus creating a
difference in between the LSG officials of GPOs/HOs with that of MDGs / Grade –
II / III Post Offices.
This might be the situation in other
Circles also.
Such
officials are no more P As after their promotion to LSG cadre. Since the posts
are equal irrespective of the office of creation, the designations need to
remain one and same.
Therefore,
this Circle Union would like to request you to take the issue at appropriate level
and arrange to issue necessary order so that all the newly created LSG posts in
MDGs / Grade – II / III Post Offices can also be designated as Assistant
Postmaster with separate MDW for performing
supervisory duties / back office
works with approval of the competent authority.

This to
bring your kind notice that as many as 39 LSG posts were newly created in
GPOs/HOs/MDGs/Grade – II / III Post Offices of Odisha Circle in abolition of
equal number of P A posts vide C O Memo number referred to above from Sl. No.
1007 to 1045 of Annexure –I.
While such
posts in GPOs and HOs are designated as Assistant Postmaster, the same in MDGs
/ Grade – II / III Post Offices are treated as LSG PA and thus creating a
difference in between the LSG officials of GPOs/HOs with that of MDGs / Grade –
II / III Post Offices. Even such posts created earlier in Sub Post Offices have
been designated as Assistant Sub Postmaster. Illustratively, there is a post as
Assistant Sub Postmaster in College
Square MDG, Cuttack – 753 003 till now. After upgradation of College Square MDG
to HSG-I and the Post of Sub Postmaster to Postmaster, the designation of this Assistant
Sub Postmaster is required to be changed to Assistant Postmaster also.
It has also
come to the notice of this Circle Union that some Divisional Heads have
identified such posts as LSG PA while covering / circulating the C O Memo under
reference for their respective Divisions. Illustratively, SSPOs, Bhubaneswar
Division vide his Memo No. B.12-20/2017-18, dated 03.01.2018 has identified and
posted such officials as LSG PA, Jatni MDG, LSGPA, Utkal University MDG, LSG
PA, Sahidnagar MDG etc. which is not at all correct since LSG is a separate
Supervisory Cadre.
Instances
have also come to the notice of this Circle Union where some of such officials
promoted to LSG Cadre are not allowed to join in their new place of posting if
the Joining Charge Report is written as LSG Supervisor. They are being forced to rewrite the Joining Charge
Report as LSG PA which is not at all appreciable.
Such
officials are no more P As after their promotion to LSG cadre. Since the posts
are equal irrespective of the office of creation, the designations need to
remain one and same.
As such, this Union would like to suggest as follows.
1.
All
the newly created LSG posts in MDGs / Grade – II / III Post Offices should be
designated as Assistant Postmaster.
2.
Fresh
MDW for such officials should be prepared by the concerned Postmaster assigning
supervisory duties / back office works depending on the local requirements with
approval of the competent authority.
3.
Suitable
instructions may be issued to all Divisional / Unit Heads in this regard.

It has come
to the notice of this Circle Union that two Grade – III Postmasters who were
suspended for the reasons known to the administration have now been reinstated
and absorbed irregularly against vacant HSG-I Posts.
While one has been absorbed as
Manager (HSG-I), PSD, Sambalpur another as APM (Mails) (HSG-I), Baripada HO,
Mayurbhanj.
It is needless to intimate that 18
numbers of Grade-III posts and 96 numbers of HSG-I posts have been identified
in Odisha Circle and the officials opted for these cadres are to be rotated within
the respective cadres only.
Thus, the above irregular absorption
of Grade - III officials against HSG-I posts has decreased the number of HSG-I
posts from 96 to 94 and increased the number of Grade – III posts from 18 to 20
in Odisha Circle which is against the spirit of original orders issued for the
purposes by the Postal Directorate.
Therefore, we would like to request
you to cancel the above irregular order of absorption of Grade – III officials
against HSG-I posts giving justice to the HSG-I general line officials and
keeping the original sanctioned strength as usual in respective cadres.

It
has come to the notice of this Circle Union that 20 officials of Bhubaneswar Division
who were promoted regularly to LSG Cadre
vide C O Memo dated 21.12.2017 referred to above (From Sl. No. 100 to 119 in
Part – II of the Memo) have been
allotted to Puri and Cuttack South Division.
Subsequently
another such Memo was released by C O on 05.01.2018 where in 3 officials of
Bhubaneswar Division (Sl. No. 6 to 8 in Part – II of the Memo) who rank pretty
junior to the above 20 officials have been allotted to Bhubaneswar Division.
Since
both the memos are meant for regular promotion to LSG Cadre, had the same been
done at a time, at least 3 officials from Sl. No. 100 to 103 in Part – II of
the Memo dated 21.12.2017 could have been accommodated in Bhubaneswar Division.
Thus, all the above three
officials allotted to Puri Division need to be accommodated in Bhubaneswar
Division.
The above case of
Bhubaneswar Division is an illustrative one which might have occurred in other
Divisions also.
Therefore,
this Circle Union requests for immediate modification of the Memo dated
21.12.2017 and to give justice to the senior most officials allotted to other
Divisions in the said Memo by accommodating them in their parent Divisions.

Will the Minister of FINANCE be pleased to
state:-
(a) whether the disbursement of Central
Government Pension to many beneficiaries have been stopped due to non-linking
of same with the Aadhaar number and if so, the details thereof, State/UT-wise
including Punjab;
(b) whether the Government proposes to exempt
beneficiary patients suffering from leprosy or any other grave disease and
hence unable to provide their biometric details and if so, the details thereof
and if not, the reasons therefor;
(c) the other steps taken by the Government to
facilitate such beneficiaries patients; and
(d) whether the Government is considering some
alternative option for such beneficiary patients and if so, the details thereof
and the steps taken by the Government in this regard?
ANSWER
The Minister of State in the Ministry of Finance
(a) to (d): The Government has not issued any
instructions for stopping disbursement of pension to Central Government
pensioner due to non-linking of the pension account with the Aadhaar number.
Instructions have been issued by the
Department of Pension and Pensioners’ Welfare (DoP&PW) from time to time
that in view of the difficulty faced by old and infirm pensioners, banks should
make concrete effort to provide the facility of obtaining life certificate from
the premises/ residence of such pensioners. The instructions also provide that
in case of sick and infirm pensioners, personal appearance may be exempted if a
life certificate in the prescribed form signed by some specified authorities is
produced on the behalf of Pensioners.
Further, all Pension Disbursing Banks have
also been advised by DoP&PW that where the finger prints of a pensioner are
not accepted by the system, the alternate mechanism of biometric, i.e. Iris
scanning, may be used in such case. In case, however, it is not possible to
have Digital Life Certificate either through finger prints or through Iris
scanning, the physical life certificate submitted by the pensioner may be
accepted to avoid any harassment to the pensioner. In no case a pensioner
should be returned without accepting his life certificate on account of
non-acceptance of his biometric by the system.
Postal department cannot take you for ride for lost, missing parcels
Has your parcel been lost by the India Post? If yes, you are not the
only one. But the question to ask is whether you have been compensated
for it. No? Here’s good news for you. The postal department can no
longer throw the rule book at you and wash its hands off its
responsibility of successfully delivering your parcel. According to a
recent consumer court ruling, India Post is liable to compensate a
customer for the lost parcel, the value of its contents besides payment
towards causing mental harassment and legal charges incurred.
The court, in its ruling, also said the responsibility of a government unit towards the public it serves is double that of its private counterpart. The case of lost parcel Shripal Shah, a city-based businessman dealing in organic food and natural products, had sent three parcels via post to Islampur village in West Bengal in July 2015. The parcels contained 21 kg of handspun yarn of non-violent silk with natural dye and were being sent for weaving. For each parcel, Shah paid delivery charge of Rs 268 at the department’s city head office in Navrangpura.
The court, in its ruling, also said the responsibility of a government unit towards the public it serves is double that of its private counterpart. The case of lost parcel Shripal Shah, a city-based businessman dealing in organic food and natural products, had sent three parcels via post to Islampur village in West Bengal in July 2015. However, while two parcels were delivered successfully, one went
missing. It weighed 7.29 kg and was worth Rs 28,700. Shah said he kept
checking the status of the delivery online. “The system showed that the
parcel had reached Kolkata. But there was no progress after that. I made
several complaints in writing to the head office and even called them
up to take stock of the situation.
However, every time I was told that inquiry was on,” he said. Finally, after losing all hope, he approached the Consumer Dispute Redressal Forum (CDRF), Ahmedabad Additional, on October 6, 2016. He claimed Rs 28,700 with 18% interest and Rs 10,000 each for legal cost and mental harassment.

How he won the case
During hearing of the case, the defence advocate said the postal department was willing to refund delivery charge collected for the missing parcel, but argued that they would not pay for its content as they were not aware of what was inside. He added that the consumer should have got the parcel insured. However, the complainant’s advocate, Darshak Trivedi, countered saying that the office had not asked about the item or its cost while weighing it.
He further argued that once payment had been made, it was the responsibility of the post office to ensure the parcel reached its destination. He added that instead of asking the consumer, the postal department should have taken insurance if they were unsure of delivery of the parcel or feared it would be stolen. When the defence cited section 6 of the Indian Postal Act and argued that neither the post office nor its officer was responsible in case of an error or theft during the process of delivery by post, the prosecution pointed out that Act also includes a section where the department would be held responsible if there was deficiency in services or scope for fraudulence.
To support his argument, prosecution lawyer Trivedi also presented the National Commission judgment of 2016 before the court wherein the commission ordered the postal department to pay up the cost of a lost parcel with 9% interest along with Rs 50,000 for mental harassment The defence advocate refuted charges of deficiency in service and said that the department was ready to refund the amount collected for delivery of the parcel.
The order
The CDRF, Ahmedabad Additional, ordered the post office to pay Rs 28,700 with 9% interest from July 17, 2015 till date it is paid, Rs 3,000 for mental harassment and Rs 2,000 for legal cost. The order came on December 30, 2017. Putting aside the department’s argument that the customer had chosen it as it was cheaper, the court observed that post office is a government organisation and its responsibility double towards the customer.
Trivedi said, “It is the moral responsibility of the postal department to see that the parcel reaches the given address within the given time frame. It was within India and should have been delivered. Showing a few sections of the Act, they can’t get away from their responsibility. It was wrong on their part to offer only the cost of the parcel.”
‘Much delighted’
Expressing satisfaction at getting justice, Shah said, “I am happy with the judgment. It takes a long time for a relationship to develop, but such deficiency affects business and relationships with customers immediately.” Acompetent authority from Navrangpura post office stated, “The postal department will take a suitable decision as it deems fit.”
