instructions about circulation of orders and apply the same as read by the
officials – request to see to withdraw the instructions
Sir,
It is brought to our notice
that in the Department of post vide its letter No Z92011/1/2018 – coord./O and
M dated 12.12.2018, it is stated that the orders and circulars issued by the
Directorate are uploaded in the India Post website and it shall be deemed to
have been seen by all the concerned.
In the said instructions it
is further stated that in some cases involving enquiry of fraud, the charged
officials argued that they have not seen the orders or it has not reached to
their office etc although it was uploaded on India Post website. It indirectly
means that when an order is uploaded in the website, it should be taken as
read. This is deplorable.
The Dept web site is being
maintained with poor standard and there is no classification of topic and many
orders have been uploaded even after a month also. It is not possible to keep
memory of all the orders after one reading and no facilities of reference
category wise in the website are available. The instructions are nothing but to
proceed against the innocents by hook or crook at a later late when any fraud
occurs and fixing the innocents as scape goats. This must be withdrawn
forthwith. Unless all the orders are kept and maintained in the office as at
present for reference at any time, it is very difficult to manage the situation
as spate of orders are coming one after another every day. The officials should
not hold the customers and search the India Post web site for clarifying the
doubts.
It is therefore requested
to withdraw the instructions and ensure despatch of all the circulars and
orders as in the past by post so that the ruling files can be maintained and
referred as and when occasion arises.
