No. PF-Covid-19/2020                                                                   Dated: 16th May, 2020

To
            Shri P.K. Bisoi,
            The Secretary,
            Department of Posts,
            Dak Bhawan , New Delhi-110 001

Sub: Threatening and harassment of staff by fixing unrealistic targets for canvassing IPPB accounts and Aadhar enabled Payment System (AePS) - Request immediate intervention.

Sir,

Of late, we are receiving numerous complaints from various circles regarding threatening and harassment of staff by lower authorities by fixing unrealistic targets for canvassing IPPB business and AePS . Instructions are issued to the staff to conduct house to house visit and compel the public to open IPPB accounts and also to avail the facility of AePS.

As you are aware, interested customers will naturally open accounts in IPPB and also avail the facility of AePS. Employees are working with utmost devotion to duty and providing dedicated service to the public, even though 40 to 50% of posts are lying vacant and heavy workload is thrust upon every section of Postal employees. Over and above this, compelling and threatening them to open number of IPPB accounts as per the quota fixed by the higher-ups is inhuman and unacceptable. While ordering the staff for house to house campaign and canvassing, the authorities are not even considering the threat posed by the Covid - 19 pandemic at the ground level. They want target to be fulfilled at any cost, even risking the life of employees. Anger and protest of the employees are mounting day by day and it may burst out at any time.

In view of the above , we urge upon the Secretary , Posts , to intervene immediately in favour of the employees and issue instructions to the lower authorities to desist from the act of threatening and harassment of staff , in the name of IPPB and AePS , failing which we will be compelled to resort to serious agitational programmes including non-cooperation.

Once again request immediate action from your end, as if house on fire.

       Awaiting positive response,

With regards,
                                                            Yours Sincerely,

(R.N. Parashar)
Secretary General
