OD / RJCM-COVID-19/2020
Dated at Bhubaneswar the 18th July,
2020
Respected Sir,
This is regarding expeditious settlement of all
claims in favour of late Girija Prasad Dash, Ex-PA, Parlakhemundi HO under
Rayagada Division who died of COVID-19 on 18.07.2020 in COVID Hospital
Berhampur.
In this context, we would like to bring your
kind notice once again that since beginning of COVID-19 in March-2020, we have
been writing a series of letters to the Circle administration for taking
suitable measures as per guidelines issued by MHA, DoPT, Postal Directorate and
Govt. of Odisha to protect the staff members with adequate supply of PPP,
reduced business hours, roster duty arrangement having less than 50% staff,
regular sanitization of workplaces etc. But we do regret that a single order could
not be issued till date in favour of the employees except to run the post
offices for complete business hours with full working strength and to achieve
the targets only. Neither the reality of
the grass root level was assessed nor the Staff Side representatives were allowed
to discuss with you in details on the ongoing situation of COIVD-19 in Odisha,
especially at present in the districts of Jajpur, Cuttack, Khurda and Ganjam.
We do regret to intimate you that the entirety
of postal workers and employees of Odisha Circle did not accept positively Sir,
your refusal to conduct a Special RJCM meeting and disallowing the Leader and
Secretary, RJCM (Staff Side) to your chamber for detail discussion during this
critical situation of COVID-19 pandemic.
Anyhow, may it be a coincidence, most
unfortunately, just after discussion with the DPS (HQ) on 17.07.2020, now the
first COVID-19 Death Case occurred on 18.07.2020 in Odisha Postal Circle.
Before, it is too late and the number of such death cases increases
unexpectedly, we once again appeal you to consider the suggestions given vide
our letter dated 13th July, 2020.
Further, in the instant death case, we would
like to request you to consider the following aspects immediately.
1. To give due honour to G P Dash posthumously as the
first COIVD Warrior of Odisha Circle.
2. To sanction a sum of Rs.10 Lakh as immediate Financial
Assistance to the wife of the deceased from Circle Welfare Fund as a special
case.
3. To sanction the total Medical Expenses born by
Late G P Dash and his wife who is presently under treatment.
4. To settle all Death Claims, pensionary benefits
including Family Pension, DCRG etc. expeditiously.
5. To consider immediate compassionate appointment
of the wife or eldest son of the deceased without considering the 5% ceiling as
a special case.
Expecting your immediate kind
cooperation to save the postal fraternity of Odisha Circle.
With
profound regards
Yours faithfully,
(Bruhaspati Samal)
Leader (Staff Side)
