PM to launch India Post Payments Bank on Saturday, 1st September

The Prime Minister, Shri Narendra Modi, will launch the India Post Payments Bank (IPPB) at Talkatora Stadium in New Delhi on September 1st, 2018.
IPPB has been envisioned as an accessible, affordable and trusted bank for the common man, to help speedily achieve the financial inclusion objectives of the Union Government. It will leverage the vast network of the Department of Posts, which covers every corner of the country with more than 300,000 Postmen and Grameen Dak Sewaks. IPPB will hence significantly augment the reach of the banking sector in India.
The launch of IPPB marks another significant milestone in the Union Government’s endeavour to take the benefits of a rapidly developing India to the remotest corners of our country.
On the day of the launch, IPPB will have 650 Branches and 3250 Access Points spread across the country. Simultaneous launch events will be held at these branches and access points.
All the 1.55 lakh Post Offices in the country will be linked to the IPPB system by December 31, 2018.
IPPB will offer a range of products such as savings and current accounts, money transfer, direct benefit transfers, bill and utility payments, and enterprise and merchant payments. These products, and related services, will be offered across multiple channels (counter services, micro-ATM, mobile banking app, SMS and IVR), using the bank’s state-of-the-art technology platform.

UPU’s Second Extraordinary Congress to act as catalyst for international postal network

30.08.2018 - “The goal of this Extraordinary Congress, only the second in UPU’s 144-year history, is to ensure that UPU is fit for the purpose of spurring sustained development across the international postal network,” said UPU Director General Bishar A. Hussein.

Mr. Hussein’s comments came ahead of the opening of the Universal Postal Union’s (UPU) Second Extraordinary Congress in Addis Ababa, Ethiopia, on Monday 3 September.
The UPU Director General added the Congress would unite the postal sector and marked the starting point for even closer cooperation among the sector employing 5 million people.
The alliance, Mr. Hussein added, was essential to overcome the industry’s challenges, while seizing on new opportunities in the areas of digitalization, technology and e-commerce.
Some two billion people, at present, are outside the world’s financial systems and UPU has been a leading international voice in pointing out that the postal sector, with its 670,000 outlets, could play a vital role in offering financial services to millions of people around the world.
In a July speech at the CPU Postal Financial Services Symposium in Saint Lucia, Mr. Hussein said, “Financial inclusion in rural areas is also a priority. With more than 85 percent of citizens excluded from banking services in some countries… Posts can increase their revenue by developing modern financial services.”
The Congress opens with a high-level ceremony attended by the President of Ethiopia Mulatu Teshome, the Ethiopian Minister of Communication and Information Technology Ubah Mohamed Hussienthe Director General of UPU Bishar A. Hussein, and the Deputy Director General of UPU Pascal Clivaz, among others.
Prior to the high level speakers, a short documentary film on UPU’s achievements since the 2016 Istanbul Conference will be shown followed by a cultural music event from the Hager Fikir Theatre, Africa’s oldest indigenous theatre.
During the plenary sessions, UPU’s member countries will discuss UPU reform, including reform of the system applied to contributions by UPU member countries.
Member countries will also discuss an integrated product plan, as well an integrated remuneration plan, for the delivery of postal items through the international postal network.  
On the margins of the Congress, from 6-7 September, UPU will hold a Ministerial Strategy Conference titled, “Gearing up the postal sector to drive socio-economic development”. The conference is designed to encourage discussions on the best policies, investments, regulations and partnerships to unleash the Post’s service delivery and profitability potential.
Nearly 1,000 participants are expected to attend the UPU’s Second Extraordinary Congress, which is generously hosted by the Ethiopian government and the Ethiopian Postal Service.

NJCA DECIDES TO OBSERVE "ALL INDIA DEMANDS DAY" ON 19th SEPTEMBER 2018.

Dear Comrades , 
NJCA has given a call to observe 19th September 2018 , the 50th Anniversary Day of 1968 strike of Central Government Employees , as ALL INDIA DEMANDS DAY , protesting against the betrayal of BJP - led NDA Government and demanding immediate settlement of following demands. NJCA has also resolved and informed the Cabinet Secretary its decision to revive the deferred indefinite strike of Central Govt Employees , in case the Govt refuses to settle the demands.

DEMANDS :

1. Upward revision of Minimum Wage and Fitment Formula.

2. Scrapping of new Contributory Pension Scheme. 

3. Allow Option-1 as one of the Pension Fitment Formula. 

Confederation National Secretariat calls upon all Affiliated Organisations and State/ District C-O-Cs to observe DEMANDS DAY on 19th September 2018 ( If possible jointly with Railway and Defence Federations) throughout the country by holding protest demonstrations and Rallies at all centres and also in front of all offices.

State level convention on NPS on 02.09.2018(Sunday) in Com. S N SIRCAR MEMORIAL HALL, ZOBRA ROAD, Cuttack

Dear Comrades/Friends, 

As published earlier in this blog, a state level convention on NPS is be held on 02.09.2018 (Sunday) at Cuttack from 10.00hrs in Com. S N SIRCAR MEMORIAL HALL, ZOBRA ROAD, Cuttack as per the decision of National convention of CCGE&W held at Hyderabad on 10th  June 2018 last and as per circulars issued by Confederation HQr, New Delhi. 

All the Circle / Divisional / Branch Secretaries of NFPE affiliated units of CCGE&W are requested to please attend the convention with their members at least 5(five) from all the Division / branche who are covered under the NPS scheme and joined in service on or after 01.01.2004  to make it a grand success.

Besides, other charter of demands relating to 15th November 2018 strike would also be discussed in thread bare as to why the strike is inevitable. 

All are requested to kindly co-operate for the state level convention in all the ways.

Discussion in the four-monthly meeting with Chief PMG, Odisha : Untold sufferings of public / staff members for improper functioning of CSI


Dear Comrades, 

Today, (29.08.2018), we had an item for discussion in the four-monthly meeting with Chief PMG, Odisha regarding untold sufferings of public / staff members for improper functioning of CSI.

Our item was represented as follows.


We all have experienced that during the entire month of June and July-2018, both the staff members in particular and the members of public in general are forced to suffer due to non-functioning / improper functioning of CSI software including CIS in post offices. Though we have detailed the issues vide our letter P3NFPE-Odisha/03 - 06/2018, dated 27.06.2018, it is highly regretted that neither the our letter was acknowledged nor any development was noticed.

Presently the SAP / PO Back Office login has failed seriously. Treasury and Delivery works are grossly affected. Cash Release / Receipt from / to SOs are not being successful in SAP. Several Hours are consumed to draw a single cheque.  Bag Opening / Closing, Postmen beat out, MO Printing, return from Postmen, dispatches of bags are seriously affected. The TCB and Daily Account figures are remaining mismatched regularly. Articles / M Os booked are not being traced and tracked. Raising of tickets before Service Desk is remaining unsuccessful always.

Contradictorily, the Support Team message which is now viral in different social media reads as follows.

“Dear User, We are also facing same SAP slowness issues every day. Sometimes, even we cannot log for hours……… So to resolve this issue kindly as DOP to use something else other than SAP since SAP is not meant to handle such big implementation…….”

  This is quite discouraging. The employees are detained till late night regularly. Contradictorily, the CBS CPC is forcing to execute EoD in time. In spite of understanding the genuine reasons of delay, the CPC is executing EoD exparte deactivating the user Id. This has happened last month with Sunhat SO, Azimabad SO, Sergarh and Rupsa  SO of Balasore Division. When requested to activate the concerned user ID, the officials dealing with the issue misbehaved to the concerned SPMs as reported to this Circle Union. The plight of the women employees beggar description. Resentments both from the staff and public are mushrooming day by day. Instead, most regretfully, the poor postal employees, especially the Group-C cadre are nipped with iron hand even for petty lapses.  

Under the facts and circumstance, this Circle Union requests your immediate kind intervention and suitable action to bring a stop to all the above shortcomings as soon as possible allowing the staff members to work smarter and better rendering effective services to the members of public.  

During the course of discussion, the Chief PMG fully agreed with our concern and thanked the patience of our staff members the way they are handling the situation at this critical juncture. The Chief PMG admitted that we have grossly failed to achieve our targets, handle the public complaints and to manage the situation effectively due to the issues arising out of SAP only.  As discussed, it will take some more time for satisfactory solution till pan India  CSI roll out is over.

We appraised the fact of victimization of our staff members by several Divisional heads when the problem is with SAP only. We represented that when the Chief PMG is aware of the reasons for our current ineffectiveness, then under what circumstances, our staff members are being threatened by several Divisional Heads for disciplinary action for not achieving targets and closing public complaints. When we requested to give a general direction to all Unit Heads in this regard to have sympathy with the operative staff and cooperate with them for effective staff management, the Chief PMG replied that no such case of victimization / harassment case for the above reasons have to come to his notice. 

Thus, we request all our staff members to bring such cases of victimization / harassment where the fault lies with the SAP to our notice immediately with facts and figures so that we can try our best to do the needful.

Minister of State for Communications (Independent Charge), Shri Manoj Sinha today said that the launch of India Post Payments Bank (IPPB) will significantly augment the reach and impact of the banking sector in the country. Briefing the media here about the upcoming nation-wide launch of the IPPB by the Prime Minister on the 1st September, 2018, Shri Sinha said, the trusted Postman will now become a banker to millions of unbanked and under-banked Indians who have so far had no access to financial services. This launch will more than double the number of bank branches in the country – from the present 1.40 lakhs to more than 2.90 lakhs. Similarly, the number of rural branches in the country will increase from the current 49,000 to more than 1.75 lakhs.
The vision of IPPB is to build the most accessible, affordable and trusted bank for the common man, to spearhead the financial inclusion agenda of the Government. It will leverage the vast network of the Department of Posts, which covers every corner of the country with more than 300,000 Postmen and Grameen Dak Sewaks. This will enable IPPB to bridge the last-mile gap in banking services.
Shri Sinha said, on the day of the launch, IPPB will have 650 Branches and 3250 Access Points spread across the country. The bank will offer a range of products such as savings and current accounts, money transfer, direct benefit transfers, bill and utility payments, and enterprise and merchant payments. These products, and related services, will be offered across multiple channels (counter services, micro-ATM, mobile banking app, SMS and IVR), using the bank’s state-of-the-art technology platform. All the 1.55 lakh Post Offices in the country will be linked to the IPPB system by December 31, 2018.
IPPB has built a strong integrated model with the Department of Posts (DoP), under which Post Office Savings Bank (POSB) account holders will be able to avail additional services provided by IPPB, by linking their accounts. Commenting on this, Shri A.N. Nanda, Secretary, DoP said – “The IPPB account will provide DoP customers with a complete bouquet of banking services which they have never experienced before.”
The Minister informed that the launch itself is slated to be a mega event. While the Prime Minister will be the Chief Guest at the nation-wide launch at the Talkatora Stadium in New Delhi, simultaneous launch events will be held at all 650 branches and 3250 access points of IPPB across the country. Senior dignitaries of the Central and State Governments will grace these events with their presence.
“The upcoming launch of the IPPB will be another significant milestone in our Government’s endeavour to take the benefits of a rapidly developing India to the remotest corners of our country, ensuring that the benefits of the Government’s flagship programs such as Digital India flow to the last citizen standing in the queue of development, and our dream of financial inclusion becomes a reality for all”, concluded Shri Sinha.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modihas approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2018 representing an increase of 2% over the existing rate of 7% of the Basic Pay/Pension, to compensate for price rise.
The combined impact on the exchequer on account of both Dearness Allowance and Deamess Relief would be Rs.6112.20 crore per annum and Rs.4074.80 crore in the financial year 2018-19 (for a period of 08 months from July, 2018 to February, 2019).
This will benefit about 48.41 lakh Central Government employees and 62.03 lakh pensioners.
This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

Boost to Banking Services at Post Offices across the country

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval for revision of the project outlay for setting up of India Post Payments Bank (IPPB) from Rs. 800 crore to Rs. 1,435 crore.  The additional sum of Rs. 635 crore in the revised cost estimates is on account of Rs 400 crore for Technology Costs and Rs 235 crore for Human Resource Costs.

Details:

  • IPPB services shall be available at 650 IPPB branches and 3250 Access Points from 1st September 2018 and in all 1.55 lakh post offices (Access Points) by December 2018.
  • The project will generate new employment opportunity for about 3500 skilled banking professionals and other entities engaged in propagating financial literacy across the country.
  • The objective of the project is to build the most accessible, affordable and trusted bank for the common man; spearhead the financial inclusion agenda by removing the barriers for the unbanked and reduce the opportunity cost for the under banked populace through assisted doorstep banking.
  • The project will supplement Government's vision of "less cash" economy and at the same time promote both economic growth and financial inclusion.
  • The robust IT architecture of IPPB has been built taking into consideration bank grade performance, fraud and risk mitigation standards and in line with the best practices from payments & banking domain. 
  
IPPB services:

The IPPB will provide bouquet of payments/financial services through its technology enabled solutions which will be distributed by the Department of Posts (DoP) employees/last mile agents transforming them from mail deliverer to harbinger of financial services.

The  IPPB shall pay incentive/commission to the last mile agents ( Postal Staff and Gramin Dak Sewaks) directly in their accounts for providing IPPB services so as to motivate them to promote IPP8 digital services to the customers.

A part of commission to be paid by IPPB to Department of Posts will be used for increasing the wherewithal of Post office

Your kind attention is invited towards PBI Division, Department of Posts’ letter No. as referred above under which orders have been issued for opening of salary accounts by the officials of Department of Posts.

In this Connection it is worth mentioning that most of the staff has opened salary accounts in POSB. POSB is one of major source of revenue for Department of Posts. If the officials are compelled to open salary accounts in IPPB, most of them will close the POSB Accounts and it will cause more revenue loss to the Department. Earlier also we have opposed opening of salary accounts in Banks on the same ground.

When the entire set up of IPPB is established, why the officials of IPPB are not trying to get the accounts opened by the public.

As we have already mentioned on so many occasions, whether this IPPB is going to be parasite on the shoulders of employees of Postal Department and it will become a liability in future.

It has also come to our notice that the offices of IPPB well equipped with all facilities established in the prime location of Head Post offices will serve as back up office and entire work will be done by Postal Staff. Than it is not understood as to what was the need to take staff on deputation from various Banks on very high salaries and some staff has been taken from Post offices on deputation for whom deputation allowance will be paid.

If this will be the style of functioning of IPPB, it could be managed by the officers of Postal Department.

Further as we are seeing that the IPPB is being launched on 1st September 2018 for which grand celebrations are being organized at all levels and crores and crores rupees amount is being spent.

We oppose this type of extra vagancy on launch of IPPB as a grand celebration as it will yield no fruit full result as the survival and functioning of this bank will depend only on Postal employees. No political leader is going to make any efforts for the functioning of this bank.

It has caused more stress on Postal officers and staff as well to make this occasion a grand festival.

We have not seen this type of celebration even at the time of nationalization of 19 Banks in past.

Based on the above fats we would like to urge upon you, kindly do not make the opening of salary accounts by officials as mandatory.
