Circle Union writes to Chief PMG on irregular deduction of HRA of the TSPAs / SPMs / Postmasters posted against the downgraded posts

Sub: Deduction of HRA of the TSPAs / SPMs / Postmasters posted against the downgraded posts – regarding
This is to bring your kind notice that due to non-availability of eligible HSG-II and HSG-I officials, many of such posts have been temporarily downgraded in Odisha Circle to LSG and HSG-II cadre respectively according to the person available in position vide C O Memo No. EST/1-2/Rlg/2016-Corr-III, dated 04.02.2020. Even many HSG-I posts have also been downgraded to LSG Cadre in the Memo ibid.
As a result, the existing LSG officials are compelled to work against many vacant HSG-II and HSG-I posts now downgraded to LSG. Even many TSPAs are also working against vacant LSG Posts.
While there is no harm in working as above, the plight is that the TSPAs / SPMs / Postmasters who are not eligible for higher posts and working as such due to compulsion of downgradation in post offices having post attached quarters are facing heavy financial losses in the way of deduction of HRA.
Since the above orders are temporary and issued in administrative interest for smooth management of Post Offices only, the officials are not supposed to suffer from financial losses for no fault of their own.
Thus, this Circle Union strongly opposes such irregular deduction of HRA of the TSPAs / SPMs / Postmasters posted against the downgraded posts having post attached quarters.
Therefore, we would like to request you to kindly direct all the DDOs in Odisha Circle to draw HRA of all TSPAs / SPMs / Postmasters posted against the downgraded posts having post attached quarters including refund of the amount already deducted as such.
A line of reply to the Union on the nature of action taken in this regard is highly solicited.
