Sub:-  Arbitrary freezing of D A / D R to Central Govt. Employees / Pensioners  -  Protest regarding
Ref.-   OM No. 1/1/2020-E.II (B), dated 23.04.2020 issued by Department of Expenditure, Ministry of Finance, GOI.

Respected Comrade,
We would like to draw your attention towards the spirit of the contents of the above OM under reference (copy attached for ready reference) ordering to freeze three consecutive instalments of Dearness Allowance / Dearness Relief payable to the Central Govt. Employees / Pensioners with effect from 01.01.2020, 01.07.2020 and 01.01.2021 with additional instruction not to pay any arrear when restored on 01.07.2021 on the plea of crisis arising out of COVID-19.

The order is completely arbitrary and against the interest of one crore Central Govt. Employees and Pensioners.

On behalf of the entirety of the postal fraternity of Odisha Circle, we strongly condemn such capricious order of the Central Govt. and request you to appraise the competent authority to withdraw such order immediately failing which NFPE / Confederation may adopt any action plan for agitational programmes without delay. Even if the lockdown period is continuing and is likely to continue, we would like to suggest to examine if we can go for workplace demonstration wearing black- badges  or otherwise to register our strong protest.

We would further like to suggest to see if the NJCA can be revived at this moment to take up a joint movement since we apprehend further economic burden for the benefit of the big corporate houses at the cost of the employees and pensioners.
