Cadre Restructuring Proposal for Group-C Postal Employees in Odisha Circle

This has a kind reference to this Circle
Union letter No. P3NFPE – Odisha / 06 – 03 / 2017, dated 16.03.2017 and P3NFPE – Odisha / 07 – 03 / 2017, dated 17.03.2017 where in we have brought to your
kind notice that the names of some senior officials especially belonging to
reserved category are omitted from the approved list of LSG officials issued
vide C O Memo No. ST/26-6(1)/2017(Postal), dated 23.02.2017. On discussion, it
was replied that promotion has been effected in accordance with Directorate’s
order No. 16-11/2016-SCT, dated 21.10.2016 based on DoPT OM No.
36012/11/2016-Estt (Res), dated 30.09.2016 and O M dated 10.08.2010.
Now DoPT vide its OM No. 36012/11/2016-
Estt. (Res-I) {Pt-II}, dated 15.06.2018 (copy enclosed for kind reference) based
on Hon’ble Supreme Court Order dated 17.05.2018 in SLP (C) No. 30621/2011 has directed all the cadre controlling
authorities of Central Government Ministries, Departments and Union Territories
to carry out promotions in accordance with the directions of the Hon’ble
Supreme Court mentioned in paragraphs 2 and 3 of the said OM based on existing seniority / select lists.
Thus,
when the DPC is convened purely on seniority-cum-fitness basis, the case of the
officials belonging to reserved category who have been debarred so far by
Odisha Circle for promotion to LSG Cadre under Cadre Restructuring proposal of
Group-C postal employees may be reconsidered in the light of the above OM.
