Circle Union writes to Chief PMG on rejection of applications of the eligible officials for appearing LDCE for appointment to the AAO Cadre

Sub : Rejection of applications of the eligible officials for appearing LDCE for appointment to the AAO Cadre – Request for reconsideration regarding .
   
Respected Sir,
It has come to the notice of this Circle Union that several applications submitted for the above examinations have been rejected by Circle Office on the basis of less period of service than required.

In this context, we would like to draw your kind attention to Para 11 (2 ) of the Recruitment Rules circulated vide Dte’s letter No. 301 (1) / 2012/ PA Admn.III / 30 to 120, dated 02.04.2018 which states that all other officials of the Department of Posts or Department of Telecommunications in Group ‘C’ cadre possessing a bachelor’s degree from a recognized University or Institute with the following regular qualifying service are eligible to appear:

i.               in level-1 with fourteen years regular service, or
ii.             in level-2 with thirteen years regular service, or
iii.            in level-3 with eleven years regular service, or
      iv.       in level-4 with nine years regular service, or
v.             in level-5 with seven years regular service, or
vi.            in level-6 with four years regular service.

But as seen, the applications of the officials joining in the year 2010 and who are in Pay Level-5 as on the date of application completing  more than 7 years of regular service in the Department have been rejected in Odisha Circle on the plea of less service.

Matter may be different if the Rule is interpreted as per the entry level since all such officials have entered into the Department in Level – 4 in the year 2010. But the Rule is not clear whether the eligibility will be calculated from the Entry Level or from the Present Level as on the date of application. 

It is needless to reiterate that regular period of service is always calculated from the date of joining in the Department regularly. And the instant Recruitment Rule has prescribed 7 years of regular service for officials in Level – 5.

Thus, all such officials joined in the Department in the year 2010 and who have completed 7 years of regular service since the date of joining and in Level – 5 on the date of application are quite eligible for appearing the examination.

Therefore, we would like to sincerely request your immediate kind intervention so that the above eligible officials may not be deprived of appearing the examination.
