Circle Union writes to CHQ / NFPE on Pay Fixation benefit to Fast Track LSG officials promoted after getting TBOP / BCR

Sub:-  Pay Fixation benefit to Fast Track LSG officials promoted after getting TBOP / BCR - reg

Respected Comrade,
This has a kind reference to Directorate letter No.20-27/2015-SPB.II, dated 20.08.2018 where in 3% pay fixation benefit has been allowed to the Inspector of Posts who were promoted through LDCE after availing MACP on the analogy that Inspector of Posts is not a regular promotion hierarchy of Postal Assistant and they become IPs only on attaining merit in competitive examination.

Secondly, 3% pay fixation benefit was also  allowed to the Inspector of Posts on promotion to Assistant Superintendent of Posts since the later carries higher duties and responsibilities than that of IPs vide Directorate letter No.2-12/2013-PCC(Pt), dated 23.10.2018.

Similarly, on the above analogy, Directorate has now ordered vide its letter No. 20-27/2015-SPB.II, dated 18.10.2018 for 3% pay fixation benefit  to Postal Assistants who have been promoted to Postmaster Grade – I.

Under the circumstances, it is pertinent to intimate that according to the Para (b) (i) of Directorate letter No.137-10/96-SPB-II, dated 11.02.2002, the eligibility length of service for selection to LSG through Departmental Merit Examination (66.66% quota) under Fast Track Promotion Scheme was 10 years in P A / S A grade.  Similarly, Para-8 of Directorate letter No. 137-10/96-SPB-II, dated 28th January, 2003 states that an official who has been given BCR scale (5000 – 8000 ) may be given the option for being considered for promotion to LSG. Thus, BCR was also the feeder cadre to LSG under FTPS, 2002. In addition, Para-9 of Directorate letter No. 137-10/96-SPB-II, dated 28th January, 2003  states that selection of TBOP / BCR officials for LSG norm based posts is to be treated as placement.

But unfortunately, pay fixation benefit was not extended to those officials who qualified the Fast Track Promotion Scheme after getting TBOP / BCR and joined in LSG Cadre though they came through merit appearing the LDCE and were promoted to LSG cadre which carries higher duties and responsibilities than that of Postal Assistants.

If Postmaster Grade – I officials, IPs and ASPOs are eligible for pay fixation benefit even after getting MACP because of the reason that their promotional post carries higher duties and responsibilities and they have promoted through LDCE, then it is quite evident that officials promoted to LSG through Departmental Merit Examination (66.66% quota) under Fast Track Promotion Scheme after getting financial up-gradation under TBOP / BCR Scheme are also eligible for 3% pay fixation benefit.

Therefore, it is requested kindly to take up the issue at Directorate level and arrange to give justice to thousands of Fast Track LSG officials who have been deprived of getting the benefit of pay fixation in almost all Circles / Divisions.
