Circle Union appraises the Chief PMG and AIPEU, Gr-C, CHQ to re-designate the identified LSG Posts in MDGs / Grade – II / III Post Offices as Assistant Postmaster.

                        A copy this Circle Union letter No. P3NFPE-Odisha/05-01/2018, dated 09.01.2018 addressed to the Chief Postmaster General, Odisha Circle on the above subject is attached here with for your reference which is self explanatory.

            While the identified LSG posts in GPOs and HOs are designated as Assistant Postmaster, the same now created in MDGs / Grade – II / III Post Offices in accordance with the revised order on cadre restructuring issued vide Directorate’s letter No. No. 25-04/2012-PE-I (Vol.-II), dated 10.11.2017 are treated as LSG PA and thus creating a difference in between the LSG officials of GPOs/HOs with that of MDGs / Grade – II / III Post Offices.

            This might be the situation in other Circles also.

                        Such officials are no more P As after their promotion to LSG cadre. Since the posts are equal irrespective of the office of creation, the designations need to remain one and same.

                        Therefore, this Circle Union would like to request you to take the issue at appropriate level and arrange to issue necessary order so that all the newly created LSG posts in MDGs / Grade – II / III Post Offices can also be designated as Assistant Postmaster with separate MDW for performing   supervisory duties / back office works with approval of the competent authority.

Respected Sir,
                        This to bring your kind notice that as many as 39 LSG posts were newly created in GPOs/HOs/MDGs/Grade – II / III Post Offices of Odisha Circle in abolition of equal number of P A posts vide C O Memo number referred to above from Sl. No. 1007 to 1045 of Annexure –I.

                        While such posts in GPOs and HOs are designated as Assistant Postmaster, the same in MDGs / Grade – II / III Post Offices are treated as LSG PA and thus creating a difference in between the LSG officials of GPOs/HOs with that of MDGs / Grade – II / III Post Offices. Even such posts created earlier in Sub Post Offices have been designated as Assistant Sub Postmaster. Illustratively, there is a post as Assistant Sub Postmaster in  College Square MDG, Cuttack – 753 003 till now. After upgradation of College Square MDG to HSG-I and the Post of Sub Postmaster to Postmaster, the designation of this Assistant Sub Postmaster is required to be changed to Assistant Postmaster also.

                        It has also come to the notice of this Circle Union that some Divisional Heads have identified such posts as LSG PA while covering / circulating the C O Memo under reference for their respective Divisions. Illustratively, SSPOs, Bhubaneswar Division vide his Memo No. B.12-20/2017-18, dated 03.01.2018 has identified and posted such officials as LSG PA, Jatni MDG, LSGPA, Utkal University MDG, LSG PA, Sahidnagar MDG etc. which is not at all correct since LSG is a separate Supervisory Cadre. 

                        Instances have also come to the notice of this Circle Union where some of such officials promoted to LSG Cadre are not allowed to join in their new place of posting if the Joining Charge Report is written as LSG Supervisor.  They are being forced to rewrite the Joining Charge Report as LSG PA which is not at all appreciable.

                        Such officials are no more P As after their promotion to LSG cadre. Since the posts are equal irrespective of the office of creation, the designations need to remain one and same.

                        As such, this Union would like to suggest as follows.

1.    All the newly created LSG posts in MDGs / Grade – II / III Post Offices should be designated as Assistant Postmaster.

2.    Fresh MDW for such officials should be prepared by the concerned Postmaster assigning supervisory duties / back office works depending on the local requirements with approval of the competent authority.

3.    Suitable instructions may be issued to all Divisional / Unit Heads in this regard.
