Subject: Guidelines for rotational transfers of Group ‘C’, Group ‘B’ (Gazetted and Non-Gazetted) and Group ‘A’ (JTS and STS) officials / officers working in a Circle for the year 2023-24 — reg.

Keeping in view surge in COVID-19 cases from time to time and considering well-being of Postal employees, following rotational transfer guidelines have been approved by the Competent authority in respect of rotational transfer of all Group ‘C’, Group ‘B’ (Gazetted and Non-gazetted) and Group ‘A’ (JTS and STS) officials / officers working in a Circle:

(i) No out of station transfer on account of station tenure

(ii) Extension of one year shall be allowed to all those who have completed their post tenure on non-sensitive posts.

(iii) Extension of one year shall be allowed to all those who have completed their post tenure in sensitive posts and who cannot be rotated at the station, provided their past record is up to the mark and clean.

(iv) However, SPMs of single handed post offices and those double handed offices that are functioning as single handed offices shall not be given extension except in cases as para (vii) below.

(v) The officials / officers working on sensitive posts and granted extension during last year may not be granted further extension this year.

(vi) CPMG is authorised to grant extension of one more year, in addition to as mentioned in para (ii) above on a non-sensitive post in cases of extreme COVID related distress on extreme compassionate grounds only.

(vii) CPMG is authorised to grant up to six months extension to SPMs of single handed Post Office and those double handed Offices that are functioning as single handed offices in cases of extreme COVID related distress on extreme compassionate grounds and where they could not be rotated at the same station, provided their past record is up to the mark and clean.

(viii) Transfers at own request and cost will be allowed.

(ix) Transfers in the interest of service will be allowed with the approval of next higher authority. In case, where the CPMG is the competent authority for such transfer, he/she would not require approval of next higher authority.

3. These guidelines shall be in continuation to instructions contained in letter no. X-12/1/2019-SPN-11-Part(1) dated 28.01.2022 issued on the subject and shall remain in force till 31.03.2024 or until further orders, whichever is later.

LAST TRIBUTES TO COM. RAM NARESH






            Com. Ram Naresh, Office Asstt,P4 CHQ , expired yesterday  (24th April 2023 Morning) after brief illness in RML hospital in Delhi. Today at cremation ground (Burning Ghat) Coms. RN Parashar, Giriraj Singh, Janardan Majumdar, A. Veermani, P.U. Khadse, I.S. Dabas, Raj Kumar, Mahaveer Prasad ji, Sashi Kumar ji, Govind Prasad Jaiswal, Dipak Kumar and other Comrades were present and paid last tributes to Com Ram Naresh. 

He was very dedicated and committed worker. He has served P4 CHQ Office more than two decades 

He was a man of very good behaviour and cooperative nature,

He used to render his services in NFPE HQ also as and when required. We have lost a good friend and comrade.

On behalf of NFPE, we again convey our heartfelt condolences to the bereaved family of Com Ram Naresh.

UNION HEALTH MINISTRY REVISES CGHS PACKAGE RATES FOR THE BENEFIT OF CGHS BENEFICIARIES
REFERRAL PROCESS UNDER CGHS SIMPLIFIED; BENEFICIARIES CAN NOW BE REFERRED THROUGH VIDEO CALL

Union Ministry of Health and Family Welfare has decided to revised the CGHS package rates for all CGHS beneficiaries. The Union Govt has also simplified the referral process under CGHS for the benefit of its employees.

After due examination of demands from stakeholders and taking into consideration the increase in costs of various components of health care, the Union Health Ministry has proposed to initially revise the CGHS package rates of consultation fees, ICU charges and room rent, as per details given under:

The referral process under CGHS has also been simplified. Earlier the CGHS beneficiary had to visit the CGHS Wellness Center himself and take referral to the hospital. But now, if the CGHS beneficiary is unable to go, he can send someone on his behalf with his documents to the wellness center. The medical officer can refer the beneficiary to go to the hospital after checking the documents. Apart from this, CGHS beneficiary can also take referral through video call.

CENTRAL CIVIL SERVICES (LEAVE TRAVEL CONCESSION) RULES, 1988 – FULFILLMENT OF PROCEDURAL REQUIREMENTS

OFFICE MEMORANDUM

Subject: Central Civil Services (Leave Travel Concession) Rules, 1988 – Fulfillment of procedural requirements

The undersigned is directed to refer to the above-mentioned subject and to state that Government employees are allowed to en cash 10 days earned leave at the time of availing of LTC to the extent of 60 days during the entire service. However, certain queries have been raised about whether to allow reimbursement of leave encashment or not in cases where the Government employees undertake journeys on private vehicles in areas connected by public transport or the Government servant himself decides to forgo his claim resulting in ‘Nil’ claim on journeys performed.

2. The matter has been considered and decided that since the leave encashment is limited upto 60 days in the entire service, the denial of encashment of leave would not be appropriate in such cases where the Government employee decides to forgo his claim of reimbursement for travel undertaken on private/hired vehicle or his claim is ‘Nil’, provided that:

(i) A Government employee intimates to the Department his intention to avail of LTC in advance and gets the leave sanctioned as per the prescribed procedure before the journey is undertaken;

(ii) The Government employee has submitted a request for leave encashment before the commencement of the journey;

(iii) The Government employee gives a self-declaration that he has actually travelled to the declared place of visit and is not claiming the fare reimbursement for the entire LTC journey.

3. It is further clarified that in the following cases, the Government employees are not required to forgo the fare reimbursement for LTC Journey as per prevailing instructions:

(i) The Journey on LTC is made by taxi, auto-rickshaw etc, only between places not connected by rail and these modes operate on a regular basis from point to point with the specific approval of the State Governments/transport authorities concerned and are authorized to ply ;

(ii) Where a Government servant travels on LTC upto the nearest airport/railway station/ bus terminal by authorized mode of transport and undertakes the rest of the journey to a declared place of visit by private transport/ own arrangement (such as personal vehicle or private taxi, etc.), limited upto 200 KMs to and fro ;

(iii) When the Head of Department allows the use of own/hired taxi for an LTC journey on account of the disability of the Government servant or dependent family member as per the extant instructions.

4. It is also reiterated that, within the same block, when the LTC is being availed of by the Government servant and his family members separately, encashment of leave would be restricted to one occasion only.
