Strictly adhering to the COVID-19 guidelines, the Circle Working Committee-Cum-Council Meeting of AIPEU, group-C, Odisha Circle was held in Hotel Keshari, Station Square, Bhubaneswar – 751 001.
The
first day of the CWC, i.e.10.11.2020 was commenced at 11 AM with floral
tributes to the martyrs and homage to the deceased during the period under
review. During the first half, Com. B Samal, Circle Secretary presented the
Draft CWC Report after confirmation of the proceedings of the last CWC held at
Rayagada during August, 2019. The meeting was followed by the valuable
deliberations of the Circle Union Office bearers, Divisional Secretaries,
Circle Councilors and delegates which continued till 4 PM on 11.11.2020. The
meeting was ended with reply of the Circle Secretary to the queries of the
members and adoption of many resolutions.
The
CWC was happy to witness many young upcoming leaders almost from all Division
with vast knowledge especially in technology based on which the Department is
moving ahead. Many technological deficiencies, both in software and hardware
were discussed with arguments and counter arguments and resolutions were
adopted on unanimity.
Out
of 20 Divisions, 15 Divisions with 35 delegates attended the CWC except
Bhadrak, Keonjhar, Puri, Sambalpur and Sundergarh Division. Out of 35 members,
31 members participated and deliberated constructively with many valuable
suggestions which could helped the CWC to adopt many important resolutions.
Out
of many such resolutions, it was unanimously resolved that NFPE Odisha will
participate enmasse in the forthcoming strike on 26.11.2020 and bring a
thundering success.
Further,
it was also unanimously resolved that Bhubaneswar Division will conduct the 11th
Circle Biennial Conference preferably during the last week of March or 1st
week of April subject to relaxation of COVID-19 guidelines and approval of the
Circle Body. The CWC authorized the Circle Secretary to finalize the proposed dates
for the next circle biennial conference.
On
10.11.2020, Com. MCS Rao, Circle Secretary, AIPEU, Postman & MTS, Odisha
Circle along with Com. Srikant Mallick, All India President, AIPSBCOEA, CHQ
addressed the CWC.
On 11.11.2020, Com. R N Parashar, General
Secretary, AIPEU, Gr-C, CHQ and Secretary General NFPE / Confederation CHQ
addressed the meeting online. In his deliberation, the Secretary General
explained the continuous
attack and exploitation by the Government on the entirety of working class
including students, farmers, employees and workers and on their democratic and
constitutional rights and conveyed the decision of the Central Trade Unions in
association with Confederation of Central Government Employees and Workers and
Independent Federations to go for one-day nationwide general strike on
26.11.2020. To bring a roaring success, he stressed upon participation of
National Federation of Postal Employees enmasse with 12-point charter of
demands containing the issues of Central Govt. Employees in general and
10-point charter of demands containing the issues of postal employees in
particular. Admitting the stand on IPPB, Com. Secretary General praised the
Circle Union for the successful local agitation organized against mandatory
opening of DOP Staff Salary Account with IPPB. He expressed his confidence over
the model functioning of AIPEU, Gr-C, Odisha Circle.
In
addition, the CWC was also fortunate to have the presence of Com. Debabrata
Mohanty, General Secretary, AIPEU, Postman & MTS, CHQ and Dy. Secretary
General, NFPE, CHQ who also suggested nicely for successful conductance of the
forthcoming strike. Com. Mohanty admitted the ability of the NFPE leadership in
Odisha and requested all to accelerate the movement more aggressively to
achieve anything through rigorous struggle.
Addressing
the CWC, Com. Kalinga Kumar Panda, Circle Secretary, AIPAEA, Odisha Circle also
expressed his confidence over the NFPE leadership of Odisha Circle and assured
that this strike will be more successful than all other previous strikes held
so far.
The
leadership of Bhubaneswar Division headed by Com. Dipti Ranjan Mohanty,
Divisional Secretary and Asst. Circle Secretary nicely organized the meeting
assisted with Com. Lingaraj Sahoo, Circle Financial Secretary, Com. Suratha Kumar
Khuntia, Asst. Divisional Secretary, Com. Tapan Kumar Sahoo, Divisional
Treasurer and Com. Baidyanatha Behera, Circle Councilor, Bhubaneswar Division.
The
