Respected Sir,
This
has a kind reference to this Circle Union letter No. P3NFPE-Odisha/06
- 09/2018, dated 10.09.2018 on the above subject.
Now,
it has come to the notice of this Circle Union that the Collector and District
Election Officer in the District of Koraput, Samablpur and Mayurbhanj have
already served Appointment Orders of polling personnel for their respective
districts through our Divisional Heads.
As
per information made available with us so far, 255 officials (IP / DPM / APM / SPM
/ Postmaster / Accountant / Postal Assistant / Cash OS/SBCO staff) of Sambalpur
District, 24 such officials of Koraput District and 88 of Mayurbhanj District have
been issued with such appointment orders and required training has been started
for the purpose. As seen, most of the employees ordered as such are working as
SPM in Single-handed Post Offices which compelled SPOs, Mayurbhanj Division for
personal appraisal of the practical position (with regard to huge relieving
arrangements and running the post offices which cannot be closed under any
circumstances) to the DEO, Mayurbhanj who revised the order and reduced the
number of such officials from 88 to 10 only.
Therefore,
this Circle Union would like to request you once again for kind appraisal to
the State Election Commission, Odisha for instructing all DEOs to exempt the
postal employees from attending election duties or guide the Divisional Heads
to appraise the practical position in person to their respective DEOs for restricting
the same to the barest minimum wherever it is not possible to exempt fully.
A line of reply on the action taken in the matter is highly solicited.
