Circle Union writes to Chief PMG on Settlement of Claims arising out of frauds in Financial Services

Ref.-   Directorate’s letter No. 107 -  02 / 2017 – SB, dated 11.08.2017 circulated vide CO letter No. SB/52-42/2012, dated 12.07.2017 (Dated 12.07.2017 may be wrong perhaps due to typographical error)

Respected Sir,
 Inviting a kind reference to Directorate’s letter referred to above on the captioned subject, this Circle Union would like to state that while the appointing authorities of the SAS Agents are liable of making good the loss of the misappropriation  of Govt. money by the SAS agents as per Rule 17 (9) (iii) of POSB Manual, Volume – II, the above letter has neither been circulated to such appointing authorities, i.e. Sub Collectors nor the officers authorized for the purpose, i.e. the District Small Savings Officers.

As witnessed, no authorized officer of the State Govt. is checking the receipt book of the SAS Agents on demand and not taking sou moto prompt action in case of misappropriation of investors’ money by the Agent to realize the loss from the Agent and / or their sureties as per the guidelines issued by the Ministry of Finance, Govt. of India. Rather, such losses are being made good from the poor Postal Assistants charging them as subsidiary offenders.

As known to this Circle Union, several illegal activities performed by such SAS / MPKBY Agents when reported to the concerned SPOs/SSPOs/Sub Collector/DSSO invite no action. Rather the Postal Assistants are charged for non-cooperating the Agents. Such activities of the Agents of Sailashreevihar SO, Bhimatangi S O under Bhubaneswar Division have been severally reported and pending without any action.

Therefore, this Circle Union would like to request for bringing the contents of the above Directorate’s letter to the notice of all Sub Collectors / District Small Savings Officers immediately for doing needful and if possible a coordination meeting of the Sub Collectors / District Small Savings Officers may be arranged with the postal authorities at Circle / Divisional level for better awareness.
