Sub: Protest against arbitrary decision of opening Post Offices in Odisha Circle on National Holiday, i.e. 15th August, the Independence Day, 2019

Ref.- C O letter No. ML/9-3/2004-05/Ch.I, dated 09.08.2019

Respected Sir,
With due regards to the sharp reactions of the entirety of Postal employees of Odisha Circle, we are compelled to register our extreme discontent and protest the arbitrary decision of the Circle administration vide Circle Office letter under reference to keep the Post Offices having three or more delivery staff open for delivery of Rakhi Mails on the Independence Day, a national closed holiday.

In this context, we would like to say that Directorate letter No. 30-7/201-D, dated 16.07.2019 on the basis of which C O letter under reference has been issued clearly instructs that special arrangements should be made on 14th August to deliver Rakhi Mails received in Post Offices so as to ensure that no Rakhi Mail is pending on 15th August. Accordingly, Circle Office has also already issued instructions vide its letter No. ML/9-3/2004-05/Ch.I, Dated 22/23.07.2019.

Thus, the present C O letter under reference has been issued with a wrong interpretation of the Directorate letter and it will be the first time in the history of Odisha Postal Circle when post offices will remain open on a National Holiday. When the entire Nation will be celebrating the Independence Day with pomp and ceremony, the poor postal employees, especially the Postmasters, P As, Postmen, MTS  and GDS staff members will be working as usual as if they are not still independent and have no right to celebrate as such.

Under the circumstances, while this Circle Union strongly opposes such arbitrary order of the Circle Office, sincerely request you to kindly drop the above order giving due honour to the sentiments of the grass root level work forces whose hard labour and sincerity could achieve the Champion Award and Speed Post Revenue Growth Award for the year 2018-19 in the annual Conference of Heads of the Circles in Srinagar on 31.07.2019.

It is our humble suggestion to the administration not to discourage the committed work forces of Odisha Circle in any manner.

An immediate action in the matter is highly solicited.

With regards.
Yours faithfully,

(Bruhaspati Samal)
Circle Secretary

Copy to the Secretary General NFPE, North Avenue Post Office Building, New Delhi – 110 001. This might be the situation in other Circles also. He is requested to appraise the Directorate at once to instruct all HoCs not to issue such arbitrary orders for opening post offices on Independence Day.
(Bruhaspati Samal)
Circle Secretary
