Joint State convention of Confederation and AISGEF of Delhi State was held on 8 Feb 23 under the Presidentship of Com Giri Raj Singh President COC Delhi State at ITEF office E2 Floor 23 Civic Centre New Delhi 110002. Com A K Kanojia Working Chairman COC Delhi State and Ex All India President ITEF delivered welcome speech. Com Subhash Lamba President AISGEF inaugurated this joint convention.
Coms R N Parashar Secretary General Confederation, Sreenivas General Secretary AISGEF, Virender Gaur President, Anurag Saxena General Secretary CITU Delhi State, Rawat President ITEF Anil GS COC and other leaders addressed this convention.

RE-FIXATION OF PAY OF EMPLOYEES

Will the Minister of Finance be pleased to refer to the answer to Unstarred Question 731 given in the Rajya Sabha on 13th December, 2022 and state:
(a) the details of the merit, on the basis of which references received from Ministries/Departments regarding the option for re-fixation of pay after time limit provided vide O.M. dated 15/04/2021, are being considered by the Ministry;
(b) the reasons as to why Government is not relaxing limitation period once again, to provide one time option to re-exercise the option for fixation of pay to Central Government employees when Government is aware that everyone was directly or indirectly affected by the second wave of COVID-19 pandemic; and
(c) by when, Government will issue orders in view of the above?
ANSWER

(a) to (c): Department of Expenditure issued O.M. dated 28.11.2019 clarifying admissibility of conditions for pay fixation from the date of promotion or date of next increment within a period of one month. The employees were allowed to revise option for pay fixation for a period of one month from the date of O.M. dated 28.11.2019. Another opportunity for exercising option was allowed vide O.M. dated 15.04.2021 on the basis of feedback from Ministries/Departments that employees could not exercise option for pay fixation due to circumstances which prevented them from exercising their options or which were beyond their control. Thereafter, the proposals for allowing another opportunity to exercise option for pay fixation are considered on case to case basis on merit taking into account the facts and circumstances which prevented the employees from exercising the option for pay fixation within the permissible period due to non-accessibility of information available on public domain or circumstances which prevented them from exercising options.

क्या कित मंत्री यह बताने की कृपा करेंगे कि:
(क) उस योग्यता का ब्यौरा कया है जिसके आधार पर मंत्रालयों/विभागों से दिनांक 15/04/2021 के कार्यालय ज्ञापन द्वारा समय सीमा के बाद वेतन के पुनर्निर्धारण के विकल्प के संबंध में प्राप्त संदर्भ पर मंत्रालय दवारा विचार किया जा रहा है;
(ख) केंद्र सरकार के कर्मचारियों को वेतन निर्धारण के लिए पुन: एक और विकल्प देने के लिए सरकार द्वारा एक बार फिर से सीमा अवधि में छूट नहीं दिये जाने के क्या कारण हैं, जब सरकार को यह जानकारी है कि हर कोई प्रत्यक्ष या अप्रत्यक्ष रूप से कोविड-19 महामारी की दूसरी लहर से प्रभावित था; और
(ग) उपरोक्त को ध्यान में रखते हुए सरकार कब तक आदेश जारी करेगी?

(क) से (ग): व्यय विभाग द्वारा जारी दिनांक 28.11.2019 के कार्यालय ज्ञापन में एक महीने की अवधि के भीतर पदोन्नति की तारीख या अगली वेतन वृद्धि की तारीख से वेतन निर्धारण के लिए शर्तों की स्वीकार्यता को स्पष्ट किया है। कर्मचारियों को दिनांक 28.11.2019 के कार्यालय ज्ञापन की तारीख से एक महीने की अवधि के लिए वेतन निर्धारण के विकल्प को संशोधित करने की अनुमति दी गई थी। मंत्रालयों/विभागों से मिले फीड बैक के आधार पर दिनांक 15.04.2021 के कार्यालय ज़ापन के माध्यम से विकल्प का प्रयोग करने का एक और अवसर दिया गया था जिससे कर्मचारी उन परिस्थितियों के कारण वेतन निर्धारण के विकल्प का प्रयोग नहीं कर सकते थे जो उन्हें अपने विकल्पों का प्रयोग करने से रोकते थे या जो उनके नियंत्रण से बाहर थीं। तत्पश्चात, सार्वजनिक डोमेन पर उपलब्ध जानकारी तक पहुंच न होने या परिस्थितियां जो उन्हें विकल्पों का प्रयोग करने से रोकती है के कारण वेतन निर्धारण के विकल्प का प्रयोग करने के लिए एक और अवसर देने के प्रस्तावों पर मामला दर मामला आधार पर उन तथ्यों और परिस्थितियों को ध्यान में रखते हुए विचार किया जाता है, जो कर्मचारियों को अनुमेय अवधि के भीतर वेतन निर्धारण के विकल्प का प्रयोग करने से रोकते थे।

PERIODICAL MEETING WITH SECRETARY (POSTS) HELD ON 20.12.2022
Periodical meeting was held with NFPE and its affiliate unions, associations. In the meeting SG, NFPE and all General Secretaries under NFPE were present. Other representatives from different affiliates were also in the meeting.
From GRC, apart from General Secretary, Com A Veeramani, President and Com S Palav, Working President attended.
From official side, the Secry, DG, DDG (P), DDG (Mails), Sr DDG (PAF) and others attended.
Our present burning issues of all cadres were discussed appropriately.
We are very happy with today's meeting and expecting some positive outcome.
On receipt of the minutes, we will send to all Circles immediately.

FIXED MEDICAL ALLOWANCE FOR RETIRED EMPLOYEES

Will the PRIME MINISTER be pleased to state:
(a) the amount which is paid as Fixed Medical Allowance to the retired Central Government employees by Government;
(b) the year in which the said amount was decided and whether it has ever been increased; and
(c) whether Government would consider increasing this amount?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)
(a) to (c): It is submitted that Central Government Civil Pensioners/Family Pensioners who are residing in areas not covered under Central Government Health Scheme administered by the Ministry of Health and Family Welfare and corresponding health schemes administered by other Ministries/Departments for their retired employees and who are not availing OPD facilities under that scheme, are entitled to receive a monthly Fixed Medical Allowance (FMA) of Rs.1000/- per month for meeting expenditure on their day-to-day medical expenses that do not require hospitalization. The amount of Fixed Medical Allowance (FMA), which was fixed at Rs. 100/- per month in the year 1997 has been revised from time to time. In 2008, FMA was revised to Rs. 300/- per month and in 2014, it was again increased to Rs. 500/- per month. Lastly, the amount of FMA from Rs. 500/- per month was increased to Rs.1000/- per month with effect from 01.07.2017.
