Trump pledges support for Postal Service after threatening its funding

President Trump on Friday said he would “never let our Post Office fail,” just hours after threatening to block emergency assistance for the U.S. Postal Service if the agency did not raise its prices.
Trump called the Postal Service a “joke” during an exchange with reporters in the Oval Office on Friday and proposed that the agency should quadruple its current prices in order to make money. Trump said the agency was catering to companies like Amazon and losing money, and demanded that it raise its fees.
“If they don’t raise the price of the service they give, which is a tremendous service, and they do a great job and the postal workers are fantastic — but this thing's losing billions of dollars,” Trump told reporters in the Oval Office.
“It has for years because they don't want to insult for whatever reason, you can imagine, they don't want to insult Amazon and these other groups. If they don't raise the price, I'm not signing anything,” Trump continued.
As those remarks raised attention online, the president suddenly shifted with a tweet that appeared to walk back his earlier remarks.
“I will never let our Post Office fail. It has been mismanaged for years, especially since the advent of the internet and modern-day technology,” Trump tweeted. “The people that work there are great, and we’re going to keep them happy, healthy, and well!”
The Washington Post reported Thursday that the Trump administration was considering leveraging a $10 billion loan to the Postal Service authorized in a coronavirus relief package in order to secure reforms.
Treasury Secretary Steven Mnuchin, who spoke alongside Trump in the Oval Office on Friday, said that the department would “put certain criteria for a postal reform program as part of the loan.” Mnuchin said he looked forward to seeing the board recruit a new postmaster general and executing on postal reform.
Trump then said he would “go a step further,” demanding the agency raise its prices in order to receive the emergency funding.
Trump has long sought reform to the Postal Service, which he has characterized as mismanaged. The president has repeatedly charged that Amazon and other e-commerce companies have taken advantage of the Postal Service, costing it money.
Mark Dimondstein, president of the American Postal Workers Union, called Trump’s Friday comments about the Postal Service “shameful.”
“President Trump’s clear intent is to raise prices and force a crisis at the Post Office so that his political benefactors at the corporate shippers can increase their company profits at the expense of the people,” Dimondstein said.
“Trump’s plan to increase package prices by four or five times would hasten the demise of the public U.S. Postal Service and end affordable, universal delivery to every address in the country.”

No move to reduce the retirement age of government employees, nor such a proposal discussed or contemplated at any level in the government: Dr Jitendra Singh

Posted On: 26 APR 2020 7:02PM by PIB Delhi
Strongly refuting the reports in a section of media that Government has moved a proposal for reducing the age of retirement of government employees to 50 years, Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh categorically stated here today that there is no such move to reduce the retirement age nor has been such a proposal discussed or contemplated at any level in the government.
Dr Jitendra Singh said, there are certain motivated elements which have been over the last few days, time and again planting such disinformation in a section of media and attributing it to the government sources or DoP&T. He said, each time a prompt rebuttal is sought to be made in order to clear the confusion in the minds of stakeholders. He said, it was unfortunate that at a time when the country is going through Corona crises and the entire world is praising Prime Minister Sh Narendra Modi for his proactive handling of the pandemic, there are certain elements and vested interests which try to underplay all the good work done by the Government by planting such media stories.

On the contrary, right from the beginning of the emergence of the Corona challenge, Government and the DoP&T have, from time to time taken prompt decisions to safeguard the interests of the employees. For example, he said, even before the lockdown was officially announced, DOPT had issued an advisory for the offices to work with “absolutely necessary or minimum staff”. Even though the essential services were exempted from this guideline, DOPT had issued directions to exempt the “Divyang employees even from the essential services”.
Considering the constraints of the lockdown, he recalled that DOPT had postponed the last date for filling of the Annual Performance Appraisal Report (APAR) by the government officials.
At the same time, he referred to the UPSC’s decision to reschedule the dates of IAS/Civil Services interview/personality test and also announced that the Civil Services Preliminary Test will be done after May 3rd. Similarly, on the same line, SSC has also postponed its process of recruitment.
As for the Department of Personnel in the Ministry of Personnel, Dr Jitendra Singh said that last week there was fake news that the government had decided to impose a 30% reduction in the pension and discontinue pensions for those who are above the age of 80. However, contrary to this, the truth is that on the 31st of March there was not a single pensioner whose pension did not deposit in his account. Not only this, services of the Postal Department were sought to deliver the pension amount at the residence of the pensioners, whenever required.
As for the Department of Personnel, in the last four weeks, the Ministry of Personnel has had Video Conference consultations for Pensioners and Senior Citizens across 20 cities where pulmonary advice was given by experts like Dr Randeep Guleria, Director (AIIMS). Similarly, Yoga Sessions on Webinar are also being organised.

Department of Posts to deliver essential items through National Road Transport Network with 22 routes of over 500 km

Posted On: 24 APR 2020 7:25 PM by PIB Delhi
Due to the prevailing situation arising out of lock-down due to COVID-19, the supply chain management of essential items in the country got disrupted as the passenger airlines, railways and state roadways stopped plying. Union Minister for Communications, Electronics& Information Technology and Law and Justice, Shri Ravi Shankar Prasad while addressing the senior officers of the Department of Posts, encouraged the department to think out of the box in the crisis period. As a result of this encouragement, the idea of starting a road network with the existing fleet of departmental vehicles, primarily used for intra- city delivery, was conceived and a National Road Transport Network  was designed with 22 long routes of over 500 km interspersed with 34 interstate / intra-state schedules touching over 75 cities across the country. This initiative will now ensure that there is a movement of essential items within the country as Department of Posts will be able to deliver parcels carrying essential items anywhere in the country.

The Department of Posts has already taken a number of initiatives to ensure supplies of essential items including medicines, Covid-19 testing kits, masks, sanitizers, PPEs and medical equipments including ventilators and defibrillators to all corners of the country. The Department has also been delivering cash at doorsteps specially of old , divyangjan , pensioners through Adhar enabled payment system. This National Road Transport Network is yet another initiative of the Department to reach out to people across the country.

PIL Filed in Supreme Court on Freezing of DA

IN THE HON'BLE SUPREME COURT OF INDIA AT NEW DELHI.

P.I.L. DATED 24th APRIL 2020 via Email regarding payment of DA or Dearness allownce with effect from 01st January 2020 atleast to veterans and if possible to all employees.

Major Onkar Singh Guleria Retired, a Senior Citizen and CANCER PATIENT,  aged 69 years, son of Late Shri Kikar Singh Guleria resident of village Jachh PO Jassur Tehsil Nurpur Distt Kangra Himachal Pradesh 176201.

VERSUS

1.Union of India through Secretary Finance Govt of India New Delhi 110011.
2. Union of India through Secretary Home Govt of India New Delhi 110011.

BEFORE CHIEF JUSTICE AND ALL HIS COMPANION JUSTICES OF SUPREME COURT OF INDIA TO DIRECT UNION OF INDIA TO PRACTICE WHAT PRIME MINISTER OF INDIA PREACHES TO 130 CRORES DESHWASI AND DEFREEZE DA or dearness allownce by paying with effect from 01st January 2020 to Veterans atleast if not to employees.

MOST RESPECTFULLY SHOWETH,

1. That the applicant a CANCER PATIENT, disabled of right foot and also suffering from hypertension and a Senior Citizen with no home but living in a rented building in my last span of life and also to take care of wife a senior citizen suffering from various ailments and my only source of income is my monthly military pension of the rank of Major that too on reduced scale. I and lakhs of Veterans are aggrieved by arbitrary act of Union of India through Secretary Finance Govt of India New Delhi who were committed to pay arrears of DA or dearness allowance in first week of April 2020 but purposely  not payed and on 20th April 2020 has FREEZED "DA or dearness allowance" retrospectively with effect from 01st January 2020 to cause us Veterans an irreparable loss that too at a time when Pandemic of COVID 19 VIRUS (China Originated Virus in December 19) has been commiting genocide in entire world and we to survive honourably need every paisa due to us from Govt of India. I attache arbitrary orders of freezing of DA or dearness Allowances dated 20th April 2020 of Secretary Finance Govt of India as ready referance for the Hon'ble Court.

2. That DA or dearness allowance can be basically understood as a component of salary, aimed at hedging the impact of inflation. The DA or dearness allowance is calculated as a specific percentage of the basic salary which is then added to the basic salary. PENSION received by a retired individual is considered as salary and taxed as, income from salary. Generally whatever is received from the employer in cash including DA or dearness allowance is treated as salary.

3. That the Union of India itself after studying the impact of inflation had announced increased instalment of DA or dearness allowance with effect from 01st January 2020 and promised to pay its employees and Veterans receiving pension in first week of April 2020 which was illegally and arbitrarily withheld and as a afterthought issued malafied orders dated 20th April 2020 ordering of freez of DA or dearness allowance retrospectively from 01st January 2020. It has come as a big blow especially to pensioners at a time when all veterans are more vunerable to catching COVID 19 VIRUS (China Originated Virus in December 19 ) as being daily advocated by Prime Minister of India and all functionaries of Union of India and Doctors through media and advisory letters in black and white. When Union of India is doling out financial package after package from announced budget of 2020-21 in Parliament and later various stimulous financual packages gìven and planning to give to business houses for whom at drop of hat the Political and Administrative Governments of whom many are directly or indirectly associated with industry then huge financial stimulous is being passed even during this national rather international calamity of COVID 19 ( CHINA ORIGINATED VIRUS IN DECEMBER 19), Whereas, petty amount for Union of India but it is a large amount for its employees and Retired personnels who in last span  of life are undergoing various hardships  is being denied by freezing "DA  or dearness allowance" that too retrospectively wef 01st January 2020. This arbitrary and illegal mechanical step of  Union of India without applying mind must be struck down immediately and all beneficairies paid their legitmate authorised "DA or dearness allowance" wef 01st January 2020 and continued to be paid. Even Union of India has taken care of other classes of India but subjected the "MIDDLE CLASS" to this horible torture by freezing its "DA or dearness Allowances"at a time when we need every paisa in our last span of life. We by cutting our legitimate expenses have even made small contribution to "PM CARES FUND" which so far is not transparent.

4. Then why does Prime Minister of India preaches to look after Senior citizens,  not to  cut salary when his own Govt is doing it. Atleast the Union of India must practice what its Prime Minster preaches.

5. Copy if this P.I.L., is being sent to all concerned by mail and all Chief Ministers are also requested to pay "DA or dearness Allowances" wef 01st January 2020 to their employees and Retired personnels."HAVES"Political and Administrative class and affluent families are nit in touch with reality. A prominent singer is heard on TV asking 130 Crore Deshwasi to donate atleast Rs.100 Per person to make it Rs13000Crores donations. Madam there are many who have not seen or handled Rs.100 note in their entire life. Then if five of family members donate then amount comes to Rs.500/- which is equivalent to one month amount given to BPL Families by Govt of India. Madam have a heart and producers allowing her to speak this in print media has never applied mind to these ground realities. Sad, how insensitive are our "HAVES"Class!

RELIEFS SOUGHT WITH SPEAKING ORDERS.

5. In the given premises it is respectfully prayed that the Hon'ble Court be pleased to direct Union of India through Secretary Finance Govt of India New Delhi and Secretary Home Govt of India to:

(A) Pay immediately "DA or dearness Allowances" to all employees and Retired personnels and same be done by respective States and Union Territories of India.

(B) Union of India be directed to immediately stop various financial stimulous package being given or are being planned to be given in near future to business houses as after freezing "DA or dearness Allowances" Union of India admits that financial health of the Nation is not sound and healthy. More over these business houses are directly or indirectly related to all Political class who like to enjoy all benefits even in national calamities. Some are seen distributing Govt or public donations of food etc to poor to ensure their own stamp on it. India with Lockdown has gone back to "SATJUG" in many ways and air and water is purified and need of the hour is purification of "HAVES", i.e., the Political cum business class. Union of India must practice what Prime Minister of India preaches to look after senior citizens and not to cut salary.

D O No.  OD / RJCM-COVID-19/2020
Dated at Bhubaneswar the 24th April, 2020
Respected Sir,
This is regarding 100% attendance of all officials in Circle Office with effect from 27.04.2020 as per C O letter No. DOP/Odisha/COVID-19/2020, dated 24.04.2020 which has been issued in complete violation of the guidelines of MHA and DoPT circulated so far with clear direction to all Ministries and Departments to avoid crowding and to maintain safe social distancing drawing suitable roster with 1/3rd staff members to contain the spread of COVID-19.

I am surprised to note that without receipt of any fresh guidelines, the Circle Office has now issued the above order arbitrarily in supersession of its own order No. DOP/Odisha/COVID-19/2020, dated 15.04.2020 which stands against the appeal of the Hon’ble Prime Minister of India, Chief Minister of Odisha and the standing guidelines of MHA, DoPT and Postal Directorate to take preventive measures for containing spread of COVID-19 and as aware Social Distancing is the only option left to us at this moment when the numbers of affected, positive and death cases in COVID-19 are increasing day by day.

But unfortunately, the above order of the Circle Office violates the recent instructions issued vide DoPT, vide its O M F. No. 11013 / 9 / 2014 – Estt. A-III, dated 23.04.2020 where in roster arrangement with 1/3rd staff has been reiterated to avoid unnecessary crowding and to maintain safe social distancing. A copy of the said OM is enclosed here with for kind reference.

It is also brought to my notice that our All India Postal Administrative Office Employees Union, Group-C & MTS, Odisha Circle branch has already appraised the situation to you vide their letter No. AIPAOEU/COVID/2020-1, dated 24.04.2020 with request to revise the above arbitrary order and to maintain the roster of 1/3rd officials.

Under the circumstances, I would like to sincerely request you Sir kindly to withdraw the C O letter No. DOP/Odisha/COVID-19/2020, dated 24.04.2020 and allow the instructions already issued vide C O letter of even number dated 15.04.2020 to continue till the end of the lockdown period or receipt of fresh guidelines for 100% attendance.

A line of reply on the action taken is highly solicited.

With profound regards

Suprava : The name of a Corona Warrior of distinct attitude

Today we are witnessing such a gloomy period that we had never ever before.  While the citizens are abiding the government guidelines by staying at home, a few others are endangering their lives for the sake of serving the society. They are persons working in various government and non government organisations.

There are few others who are determined to serve the society with the resources and skill they are having with.

I came across such a personality who is spending her days at home and preparing masks for Postal Staff who are at work.  Till today she has distributed around 500 masks among 10 to 12 Delivery and Non-delivery post offices across Bhubaneswar Postal  Division.  Besides Postal community she has also distributed masks in the nearby slums and to the Municipal workers and their families.  When I talked with her she  informed about her generosity with much hesitation.

Hats off to her.  She is non other than *Miss Suprava Acharya,  LSG Supervisor, Utkal University MDG, Bhubaneswar 751 004.

I appreciate her devotion  and request all of you cheer up her for noble initiative.

PRESS RELEASE (24th APRIL 2020) FROM CENTRE OF INDIAN TRADE UNIONS (CITU)

CITU DENOUNCES CENTRAL GOVT DECISION TO FREEZE AND CONFISCATE INCREASE IN DEARNESS ALLOWANCE FOR CENTRAL GOVT EMPLOYEES AND PENSIONERS

The Centre of Indian Trade Unions denounces the Central Govt’s decision to freeze, rather confiscate the increase in Dearness Allowance payable to Central Govt employees and pensioners falling due from January 2020 and also future dues, falling due on July 2020 and January 2021 on the plea of financial crisis arising out of COVID 19 vide Finance Ministry Order no 1/1/2020-E-II(B) dated 23rd April 2020.

No doubt, the country has been passing through a financial crisis but why should the workers and employees be made the sacrificial item for the same who themselves suffer most owing to Covid-19 followed by lockdown. Quite a number of employees are deployed and consequently are involved in various governmental activities and services meant to combat the spread of the pandemic  Covid-19 especially of those departments declared as emergency services viz, health, postal, defence, railways etc. While taking such decision Govt did not bother to consult the unions and federations of the central govt employees, displaying rabid authoritarianism.

CITU strongly urges that response to financial crisis by the central govt must start with measures to garner resources where it is there aplenty at the disposal of handful of ultra rich class. As Per OXFAM Report, combined wealth amassed by only 63 billionaires in India is more that the total Union Budget in 2018-19 which was at Rs 24, 42, 200 crore. Top 10% of population cornered 77% of national wealth. Wealth of India’s richest 1 per cent is 4 times more than the bottom 70%. Govt must tap this huge accumulation of wealth with barely 5% of ultra-rich, amassed mostly through undue and illegitimate patronization of the economic policy regime, through appropriate direct taxation/wealth tax measures instead of brutally pouncing on the working peoples’ earnings and livelihood. And this right is vested with the Central Govt only

CITU strongly condemns this retrograde decision of the Central Govt to confiscate outright the legitimate dues of the employees and pensioners on account of increase in DA till January 2021, although prices of all essentials will continue to increase to further increase the profit of the big-business/corporate.

CITU demands withdrawal of this DA Confiscation order by the central government also demands that the state governments be extended financial help to enable continuity of variable DA payment to their employees. CITU calls upon the Govt employees’ movement in particular and the trade union movement in general to unitedly oppose this retrograde anti-worker measures.

Shri Sanjay Dhotre asks Postal Department to continue their untiring efforts for serving the people during Covid-19 crisis

Over 15 lakh AePS transactions valued at Rs. 300 Crores carried out during lockdown period

Posted On: 24 APR 2020 12:19PM by PIB Delhi
The Minister of State for Communications and HRD, Shri Sanjay Dhotre reviewed the initiatives taken by   the Department of Posts during Covid-19 lockdown through a Video Conference. The Minister expressed satisfaction at the various measures undertaken and exhorted the Postal Department to exert itself to the utmost in the service of the Nation while observing all norms of social distancing.
Shri Sanjay Dhotre further said that many government departments may also be requiring to make use of the robust delivery system of Department of Posts and inter departmental coordination can offer new opportunity to Department of Posts. The Minister emphasized that the AePS should be widely popularized by the Postal Department and that Divisional heads of Postal  Divisions  may coordinate with District Collectors and State Administrations for doorstep delivery of cash.
The Minister was informed that most of the Post Offices across the country except those in containment zone are functional and delivering services. Special priority is being given to delivery of essential items including medicines, COVID-19 test kits, masks, sanitizers, PPEs and medical equipment including ventilators and defibrillators.
The Minister was informed that during the lockdown period till the 20th April 2020, around 1.8 Crore Post Office Saving Banks transactions with a value of Rs. 28000 Crores apart from IPPB transactions numbering 84 lakhs with a value of Rs. 2100 Crores have been carried out. Further, ATM transactions numbering 4.3 lakhs with a value of Rs. 135 Crores have been carried out across the country.
Aadhaar enabled Payment Systems (AEPS) of India Post Payment Bank, enables withdrawal of money from accounts standing in any scheduled banks at the doorstep. 15 lakh AEPS transactions valued at Rs. 300 Crores have been carried out during this period. Around 52 lakhs Direct Benefit Transfer payments valued at Rs. 480 Crores have been made during the lockdown period. The Aadhaar enabled Payment System has been of great help to old, divyangjan and pensioners, apart from people living in rural areas.
Shri Sanjay Dhotre was further apprised of special interstate and intra state mail arrangements made to deliver essential items to the customers. India Post has been using cargo flights, parcel trains and its own fleet of Red Mail Motor Vans and road transport networks to ensure timely delivery of essential items. All employees of the Department of Posts have been sensitized so that no one faces difficulty in sending and receiving medicines during lockdown. Several State Postal units like Gujarat, UP, Kerala, Maharashtra and West Bengal have entered into tie-ups with Indian Drug Manufacturers Association, Director General of Health Services, online pharmaceutical companies and suppliers of COVID-19 test kits.
The Minister was further informed about the Post Offices on wheels which are functioning in various parts of the country providing basic Postal services as per requirements. Food and dry rations are also being supplied to the less advantaged by the Postal Department through voluntary contributions and by partnering with NGOs and District administration to provide logistic services. Stitching of masks is being carried out by some Circles for distribution among Postal employees, Sanitation workers and general public.
The Minister was further apprised of the various individual initiatives taken up by some Circles. For instance, in Ratnagiri the Department is providing Mango farmers logistic services including pickup of mango produced from their farms and loading, transportation and unloading at destination points. In Karnataka the farmers have been provided facilities of booking mango boxes at Bangalore GPO for delivery within the city. All deliveries are being made within the time frame. On 17th April 2020, the Karnataka Circle of India Post launched ‘Anche Mitra’, a bilingual web application for the benefit of people who are unable to come out of their houses due to the lock down.
'Dak Mitra' App developed by IT Team of Haryana Circle has been integrated with the Portal of Haryana Government launched by the Chief Minister of Haryana on 21st of April. The purpose of this portal is crowd management in Banks and it gives option to the people to get their money from Post Offices through AEPS. 310 requests were already received in this App. through this portal.
The Minister asked various Circles/ State units to widely disseminate the helpline numbers among the public so that they can avail the services easily. He concluded on the note that everyone especially the staff on the field must take all precautions like use of masks , sanitizers and social distancing norms and that the senior officers should endeavour to take care of the foot soldiers and keep them motivated.

UPU News : Mail delivery in the time of Coronavirus

24.04.2020 - With more than 1.2 billion people estimated to be in lockdown with the closure of schools and non-essential shops, COVID-19 – now a pandemic – has effectively shut down most of the world.

In the face of this global crisis, Posts have sought to keep on delivering the mail. As the spread of the virus weakened in some countries, it grew stronger in others. There were announcements of the resumption of mail services in some countries, although, as the virus spread, there were further statements of suspensions.
Throughout early and mid-March, countries faced the continued suspension of flights, an integral element of postal logistics. Other countries followed the World Health Organization guidelines and practiced “social distancing.”

Health and safety first

Many Posts are operating against the background of restrictions on the movement of people and the closure of international borders to prevent the spread of the deadly disease. The sole focus of Posts throughout this period has been on the health and safety of staff and customers. To achieve this, postal operators have informed the UPU of a number of changes to their operations in line with the guidelines of the World Health Organization and the medical advice of governments. Every Post emphasizes fundamental hygiene procedures to be followed, including handwashing, sneezing and coughing into the elbow, and social distancing.
Deutsche Post DHL announced that its goal was full-coverage of postal operations, while implementing recommendations to slow the spread of the pandemic. Similar decisions were made in Australia, the Netherlands and elsewhere to waive the requirement for a signature upon receipt of parcels and registered mail with personal delivery. The new approach curtails contact between customers and postal workers, and prevents the spread of the virus through handheld scanners and pens. A message from Australia Post read: “Delivery will be conducted via limited face-to-face methods and will be effective immediately.”
Correo Uruguayo in Uruguay announced that it was minimizing the spread of the disease by reducing staff numbers at postal facilities and introducing telecommuting where possible. The Latin American postal operator also reduced physical contact, closed post offices with large numbers of customers and created special collection points.
Italy has suffered one of the greatest challenges due to the tragic impact of the global pandemic on its population. Already the country’s top employer, Poste Italiane, has worked courageously and diligently to maintain the flow of post and to protect both its staff and customers. In a message sent to the UPU, the postal operator said it was “fully committed to playing its part in helping Italy to overcome this major challenge." In addition, the message stated that, "A dedicated committee, involving all senior management, has been working around the clock for a number of weeks, in close contact with the relevant institutional bodies, to define and continuously adapt directives and provisions in compliance with the government-mandated precautionary measures intended to prevent the spread of the novel coronavirus.”
The Italian postal operator also introduced a detailed sanitation plan accounting for its entire post office network, as well as vehicles and post offices. Safety equipment was also distributed to staff to protect them in their daily work and to ensure that customers could safely enter the country’s post offices. These methods are being adopted across the world as postal operators continue to work tirelessly to ensure that customers receive mail.

Suspension of services

Other countries acted to minimize contact between customers and postal workers to prevent the spread of the disease. These announcements followed a familiar pattern and many were also driven by the suspension of flights around the world.
Honducor announced it was suspending services until 29 March and said it was operating in line with the strict measures introduced by the Honduran government. The postal operator asked other Posts sending mail by cargo plane to discontinue this practice, otherwise it would be forced to store mail in customs warehouses. Honducor said it was prepared to make an exception for humanitarian aid. Zimbabwean postal operator Zimpost announced in March that, following the suspension of flights into and out of the country, it was suspending all inbound and outbound international mail operations from 19 March until further notice.
In Hungary, Magyar Posta said it was reacting to the decision of the Hungarian government to introduce a state of emergency for 30 days starting 16 March. The postal operator said it was only able to pursue its activities in strict compliance with the short-term measures passed by the government. For this reason, and due to the cancellation of flights, it was unable to transport mail to a large number of countries. “Magyar Posta is no longer able to guarantee compliance with delivery standards, in particular with regard to quality of service and remuneration for all categories of mail items (letter-post, parcel-post and EMS items) until further notice,” said the message.

Keep the mail running

Although this article only provides a snapshot of the enormous challenges faced by postal operators in early 2020, it does give an indication of the sheer enormity of the problem – one never experienced during peacetime in this century or the last. It also shows Posts reacting to circumstances often outside their control, while also determined to act in the best interests of staff and customers. By doing so, they have shown dedication, resourcefulness and considerable courage when confronted by a pandemic that has steamrollered across borders and the best laid plans of many governments. For this continued dedication to the international postal network, they deserve the full respect of everyone on this planet.
